Section B Specification dated 07 July 2010/ Rev-1 This combined synopsis/solicitation HSCG80-10-Q-P45PF4 for commercial items is prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This Request for Quotes incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-44. This is a100% small business set-aside procurement. The NAICS is 336611 with a size standard of 1,000. A. REQUIREMENT: This requirement is to provide all labor, materials, and equipment to accomplish the work items identified in the attachment entitled "SCHEDULE" IAW the provided specification. B. PERIOD OF PERFORMANCE: is TWENTY-NINE (29) calendar days and will commence on or about 01 September 2010 and complete no later than 29 September 2010. C. PLACE OF PERFORMANCE: All work to be accomplished at the Sector Guam Victor 3 Wharf U.S. Navy Base facility in the Santa Rita, Guam. D. DESCRIPTION OF WORK: LIFTING CRADLE, REPAIR 1. SCOPE Intent. REQUIREMENTS 3.1 General. 3.1.1 CIR. None. 3.1.2 Technical Representative. Not applicable. 3.1.3 Protective measures. Not applicable. 3.1.4 Interferences. None. 3.2 Cradle inspection and transport. The Contractor shall, in the presence of the COTR, inventory all items for the lifting cradle and associated lifting equipment (spreader bars, cables, shackles etc.). Use Coast Guard Drawings listed in section two as reference. Submit a CFR identifying any missing parts and material condition of the lifting cradle. 3.2.1 Upon completion of inspection, the Contractor shall transport the existing cradle from CG Sector Guam, Victor III Wharf United States Naval Base, Santa Rita, Guam to the contractors repair facility for overhaul. 3.3 Overhaul. The Contractor shall remove all existing timbers, carpet and any other loose docking/blocking material. Retain the existing timbers as a template for building new docking blocks. 3.3.1 The Contractor shall wash down the designated surfaces with low-pressure (less than 1, 000 psi) fresh water to remove soluble chlorides, dust, grease, oil, and other surface contaminants. 3.3.1.1 Abrasive-blast all rusted/failed areas to "near-white" or "bare" metal, in accordance with SSPC-SP 10 (1.5-2.5 mil anchor profile) or SSPC-SP 11 (minimum 1.0 mil anchor profile), respectively; feather bare areas to adjacent sound coating. 3.3.2 In the presence of the COTR, perform NDI of the cradle in accordance with SFLC Std Spec 0740, Appendix C. Repair all weld deficiencies and retest. Submit a CFR NOTE Notify the Coast Guard Inspector 24 hours before surfaces are painted so inspector can verify all surface profile and that all areas have been properly prepared. 3.4 Preservation. Upon verification from the COTR, prime and coat all prepared surfaces with two coats of epoxy primer 150 series (both coats should be 6-7 mils dry film thickness) and two coats of quality U/V resistant top coat in accordance with COMDTINST M10360.3 (5-6 mils dry film thickness). 3.5 Timbers. The Contractor shall fabricate and label two new sets of timbers to accommodate docking position #1 and docking position #2 in accordance with Coast Guard Drawings. Contractor shall outfit the cradle with blocks for docking position #2 and provide the docking position #1 blocks to the Coast Guard for storage and future use. In the presence of the Coast Guard Inspector, measure the new the timbers to ensure they are the correct size and shape. Correct any discrepancies and re-measure dimensions. NOTE Ensure extreme accuracy with the outfit and fitting of all docking blocks as any gaps will affect dry dock block loading and any ridges will cause pinpoint loading on the hull. Both will cause undue and possibly damaging stresses to the hull plating and its support structure. 3.5.1 Install the timbers for blocking position #2 and cover with new carpeting or leather padding. Drill holes in the new timbers to mount the timbers onto the cradle. Scrap the removed (old) timbers upon completion of work. Conduct all work in accordance with Coast Guard Drawings. 3.5.2 Renew all hardware with stainless steel fasteners for the blocks with Type 316, Grade 5. Renew all lifting bolts, nuts and any miscellaneous hardware associated with the lifting cradle listed in the Coast Guard Drawings. Provide an additional "loose" set of all hardware for storage and future use by the Coast Guard. 3.5.3 Renew all lifting cables and certify their weight capability in accordance with Coast Guard Drawings. Contractor shall submit a CFR with the results of the weight test. 3.5.4 The Contractor shall construct the cradle in accordance with Coast Guard Drawings and in the presence of the COTR, conduct a full scale proof and weight test in accordance with Coast Guard Drawings. Submit CFR upon successful completion of the weight test documenting the results. Install a visible permanent identification labels to the main structure beams of the cradle proof of certification that will not fall off. 3.5.5 Upon successful completion of the full scale proof test and weight test and in presence of the COTR the contractor shall disassemble the cradle so it may be transported back to Sector Guam, Victor III Wharf United States Naval Base, Santa Rita, Guam where the cradle was originally removed. Contractor shall deliver all associated hardware and miscellaneous equipment with the cradle. 3.6 Weather proof shipping containers. The Contractor shall provide weather proof shipping containers for the storage of the lifting cradle components and blocks as directed by the COTR. The weather proof storage containers shall be included as part of the overhaul contractor and received as Coast Guard property at the completion of the contract for long term storage. The container must have supports under the container for forklift use. In effect the items that must be stored in weather proof container at a minimum are as follows: • Docking blocks for docking position #1. • All hardware, fasteners and any miscellaneous material. • Spreader bars, connection posts other loose items in accordance with the Coast Guard Drawings. • Lifting cable, pad eyes and all associated equipment. 4. NOTES This section is not applicable to this work item. As stated below, the provision at FAR 52.212-2, Evaluation-Commercial Items- applies with the following addenda: Award of a contract will be based on the following criteria: Past Performance is more important than price. The purchase order will be awarded as a firm fixed price contract using simplified acquisition procedures in accordance with FAR Part 13.5. The following factors shall be used to evaluate offers: Past Performance and Price. 1) Past Performance: In accordance with FAR 52.212-1(b)(10) and the following, the contractor quote is required to identify past or current contracts for efforts similar to this requirement. All contractor quotes are to include two (2) references. Provide as a minimum the following applicable information: contract number, description of work, total dollar amount, procuring activity or firm's complete name (include addresses, telephone numbers, and the point of contact). Past Performance will look at relevant experience, responsiveness, resources, quality and consistency of services, customer satisfaction, and management. 2) Price: The aggregate price determined by using the attached Schedule of Supplies/Services, totaling the offer price for the definite items, plus offer price for optional item, plus the composite labor hour extended total. Please provide any warranty information. The Government will award a purchase order resulting from this synopsis/solicitation to the responsible contractor whose quote conforming to the solicitation will be more advantageous to the Government, price and other factors considered. For the purpose of this solicitation past performance is more important than price. A CD-ROM containing all applicable drawings will be sent via U.S. mail, if requested.
