- 1. Data Mining Service 2. 3 years Service Agreement This is a REQUEST FOR INFORMATION (RFI) to be determine the availability and capability of small business (i.e.: certified 8(a), Small Disadvantage, HUB Zone one firms; veteran-owned small business, and women-owned small businesses. This information is being sought for information and planning purposes only and shall not be construed as an invitation for Bids, a Request for Proposals, Solicitation, Request for Quotes, or an indication the Government will contract for the items or services herein. This notice is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this notice. The Government does not reimburse respondents for any cost associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this source sought. Any response received will not be used as a proposal. No official solicitation currently exists in connection to this RFI. If in the future an official solicitation is released, there is no guarantee that sources responding to this RFI will be included on the source list. **THERE SHALL BE NO QUESTIONS AND ANSWER PERIOD** Draft Objective: This is a RFI to determine the availability and capability of small businesses for Data Mining Services. The Center for Drug Evaluation and Research (CDER) is currently using Empirica to detect signals of adverse events in the Adverse Event Reporting System (AERS) database and has been applied to the Vaccine Adverse Event Reporting System (VAERS) data as well. It is also being piloted at CDRH to analyze medical device adverse events reported into the MAUDE database. Because of the CRADA, there will be no license fee charged for this new application at CDRH. This contract will be for customization of the software, data preparation and refreshing processes, training, and consulting support as part of the project. Draft Task: The requirements for each of the tasks are described in detail as follows: 1. Deliver Empirica Training - FDA staff on the use of Empirica in the application of MAUDE adverse event data. 2. Project coordination and script enhancement - Support for the overall project in addition to enhancing scripts that prepares MAUDE data for use with WebVDME. 3. Provide monthly refreshes of the MAUDE data on the FDA server. 4. Provide user support and Empirica software maintenance via phone and email support for 20 users of the Empirica software. 5. Database Administration - Maintaining the duplicate of the MAUDE database on the FDA server that has been configured to be used with Empirica. 6. In-depth knowledge of Empirica and the MAUDE adverse event reporting system. This includes prior experience in the development of Empirica and cleaning of MAUDE data to prepare for data mining. 7. Experience in the development and use of Bayesian data mining algorithms, including Multi-Gamma Poisson Shrinker (MGPS). 8. Experience in production rollout of Empirica to the FDA center such as CDER. And have held training session on the use of MAUDE adverse event data. 9. We anticipate a base and 3 years of service Responses: All RFI documents shall be identified with the RFI number; no more than eight (8) pages in length; do not submit marketing materials; submit to the email as indicated above. Do not send any material that requires a non-disclosure agreement or that may be business sensitive. Responses received that include a non-disclosure agreement or identify information that is business sensitive will not be accepted. Responses to this notice will not be returned. Acknowledgement of receipt of responses will not be made, nor will respondents be notified of the FDA's view of the information received. The FDA anticipates a Firm Fixed Price Purchase Order. Part A. Capability and Technical Experience - Interested parties should submit capability statement describing relevant experience with the Empirica Data Mining and 3 years of service. Part B. Size of Business - Provide your business size and submit copies of any documentation such as letters of certifications to indicate the firm status. Part C. Organizational Conflict of Interest (OCI) - If any, provide disclosure of business activates of your company, your affiliates, your team members and affiliates of your team member which create either a conflict of interest or the appearance of a conflict of interest. Part D. Cost Estimate - In accordance with FAR PART 10, provide a cost estimate for Empirica Data Mining and 3 years of service.
