- Description
- Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 6120 Executive Boulevard, EPS Suite 600, Room 6068, Rockville, MD 20852, UNITED STATES. Description The National Cancer Institute (NCI), Center for Cancer Research (CCR), Labatory of Metabolism (LM) plans to procure on a sole source basis the brand name GERSTEL Dual Head Multipurpose Sampler (MPS) LX with GERSTEL Automated GC inlet Liner Exchange (ALEX 98-Position Version) and GERSTEL Cooled Injection System 4C (CIS 4C) Bundle for 7890 GC from GERSTEL, Inc., 701 Digital Drive, Suite J, Linthicum, MD 21090. This acquisition will be processed in accordance with the simplified acquisition procedures as authorized by FAR Part 13.106(b)(1). The North American Industry Classification System code is 334516 and the business size standard is 500 employees. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Delivery Date: 4-6 weeks from date of award. The Laboratory of Metabolism (LM) Metabolomics program seeks to discover novel small molecule biomarkers which can be used in the prediction, identification, severity and prognosis of a disease or diseased state such as cancer and biomarkers indicative of exposure to toxic compounds, or other harmful entity, and the biological effects of the exposure. The program needs to determine the underlying pathways responsible for the metabolic changes observed through the use of genetically modified mice and the available library of human samples at various disease states to allow for the development of non-invasive screening assays. The GERSTEL MPS sampler with ALEX GC liner exchange is required to standardize and validate the sample prep and injection methods used in the derivatizations of GC samples. The system is mounted directly about the GC inlet, and is integrated with the GC software to produce a sample prep and injection workflow that is precise and consistent among a large batch of samples. This precision and consistency is critical to obtaining valid, reproducible and accurate GC Metabolomic data. The ALEX liner exchange is an automated process to insure a clean GC inlet, thus ensuring precision and accuracy demanded with large Metabolomic sample runs. Required instrument specifications are a multifunctional autosampler and sample preparation robot which is capable of performing solid phase extraction, disposable pipette extraction, headspace and dynamic headspace extraction, solid phase micro extraction, thermal desorption of solids and liquids in inserts, stir bar absorptive extraction, automated GC inlet liner exchange, liquid sample preparation including addition of internal standard, extraction or dilution and derivatization. The system needs the ability to heat and cool the sample as well as provide agitation. A cooled injection system (CIS) is required to perform all injection techniques including split, splitless, and large volumes (up to 1000 µl) and also requires a cyrotrap enrichment system in combination with sample prep methods described above. An integrated automated GC liner exchange system (ALEX) is required to automatically exchange GC liners at user specific intervals, to prevent sample/matrix residue contamination from interfering with data acquisition and analysis. The software to control the MPS and ALEX must be interchangeable with the LM current Metabolomics instrumentation set-up. The following salient characteristics apply to the GERSTEL Dual Head Multipurpose Sampler (MPS) XL for Sample Preparation Automation (-xt Version): • Dual head XYZ robot based autosampler that provides the basic platform to add a wide range of sample preparation and injection technique options including SPE and DPX • Dual Head MPS is controlled by special version of GERSTEL Maestro software which can be integrated into Agilent ChemStation. MAESTRO allows sample preparation methods to be developed using simple icon based "drag-and-drop" functions that require no macro programming. All sample preparation methods are "pre-tested" by MAESTRO and the entire sequence is graphically represented by a scheduler that provides the user with real time information regarding sample sequence status. Sample preparation functions included are reagent addition, dilution, heating, and agitation. Samples requiring thermostatic heating are "prepped ahead" for maximum efficiency and sample throughput The following salient characteristics apply to the GERSTEL Cooled Injection System 4C (CIS 4C) Bundle for 7890 GC: • Controlled linear heating from 0.5 to 12 degrees C/sec. with 2 programmable temperature ramps • Ten injection modes including split/splitless, solvent vent and pulsed pressure all under EPC control • Software control for easy method storage, print out and sequence table editing to include: Septumless sample head Electronic pressure control module Maestro software C506 controller 10 µl GERSTEL syringe for manual injection Split vent adsorption trap 5 m RS232 connection cable 5 m LAN cable Remote start manager Cryogenic valve manager GP connector for 0.25/0.32 mm ID columns Remote start cable, Start-up Kit and Manual The following salient characteristics apply to the GERSTEL Automated Liner Exchange - ALEX (98-Position Version): • ALEX specific items: Sampling head for CIS 4 Gripper adaption kit for MPS 2 98-position liner tray with transport adapters Adjustable tray holder for 98-position tray Pneumatic module MPS or TDS/TDU Maintenance & Applications Training Course: • Two (2) day course (tuition and materials for one (1) student) on maintenance and operation of GERSTEL MPS or TDS systems, including all accessories. GERSTEL, Inc. is the only known manufacturer of an instrumentation system with the unique characteristics critical for research at the NCI. GERSTEL, Inc. is the sole manufacturer and distributor of the automated liner exchange /sample prep /injection system. No other known sources exist to provide this laboratory instrument and accessories. The features mentioned above are necessary for the mission of the laboratory. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received at the NCI Office of Acquisitions on or before 11:00 AM EST on August 18, 2010. No electronic capability statements will be accepted (i.e. email or fax), an original and one copy must be sent to the NCI Office of Acquisitions to the address stated above. All questions must be in writing and can be faxed (301) 402-4513 or emailed to Terry Galloway, Contract Specialist at gallowaytl@mail.nih.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) www.ccr.gov and the Online Representations and Certifications Applications (ORCA), http://orca.bpn.gov. No collect calls will be accepted. Please reference solicitation number NCI-100152-TG on all correspondences.
