- Appendix G Appendix D Appendix C Appendix A Acronyms Unit Pricing Sheet RFP - SOL-R3-10-00002 The United States Environmental Protection Agency Region 3 (EPA) will issue a Request for Proposals (RFP) for Remediation Services at a 95 acre site in the Mechanics Valley Trade Center in North East, MD. The site was previously used to assemble various munitions products. Work that will be required under the subsequent contract includes: identifying and clearing munitions and explosives of concern (MEC) at depth from various disposal areas at the site; clearing land; reducing the physical hazards posed by MEC; constructing erosion and sediment (E&S) control structures, soil stockpile and MEC screening areas, and other temporary structures; excavating contaminated solids posing unacceptable risks to human health or the environment; disposing of soils either off-site, rendering these soils non-hazardous, or using them as subsurface backfill material within previously excavated areas; verifying that contaminated soils no longer remain a threat to people or ecological receptors; dismantling all temporary structures and restoring the disturbed areas at the site, and placing institutional controls at the site to protect human health and the environment in the future. The estimated magnitude of this project is between $1,000,000 and $5,000,000. This is a total small business set-aside under NAICS 562910 with a size standard of 500 employees. The period of performance of the subsequent contract is 210 days after notice to proceed. The RFP, numbered as SOL-R3-10-00002, will be posted to the FedBizOpps website, www.fbo.gov, on or about July 19, 2010. The RFP and all attachments, including the specifications and wage determination, will be available on the FedBizOpps website free of charge. Interested parties must go to the website to download the RFP and attachments. No hard copies of the RFP or the attachments will be mailed or issued directly from the EPA contracting office. The EPA contracting office will not maintain a bidders list for the distribution of the RFP, attachments, or amendments (if any are issued). Interested parties should monitor the FedBizOpps website for any changes to this announcement or the subsequent RFP. All responsible small business sources may submit a proposal which shall be considered by the agency.
