Special Notice: The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Great Lakes Environmental Research Laboratory (GLERL) is awarding a Purchase Order for the purchase of 10 each QSP 2300 Log Output Scalar Underwater PAR Sensor to Biospherical Instruments, Inc. Sole Source Justification: The Government knows of only one source, Biospherical Instruments, Inc. The underwater sensors measure underwater irradiance (or PAR). The sensors will be connected to an underwater data acquisition system that supplies power to the sensors and records the signal from them. The units should meet the following specifications: 1) Capable of being deployed in depths of up to 150 m; 2) Operate on an input voltage of 6-12vdc; 3) Provide a single analog output signal of between 0-5 vdc; and 4) Measure the irradiance over a complete sphere (4quadrant, 3.5-4π). The Government knows of no other manufacturer that can provide a product that meets their requirements. Market Research: The Government conducted a market research and found there are other manufacturers that can provide an underwater PAR sensor, but they do not meet the requirements. Biospherical Instruments Inc. is the only known manufacturer that can provide a sensor that meets the Government's requirements. A sources sought was posted on FedBizOpps under NRMAF1009565KLC on July 14, 2010 for a 7-day posting and no responses were received.
