Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS IN ACCORDANCE WITH THE FORMAT IN THE FEDERAL ACQUISITION REGULATION, SUBPART 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-43. The solicitation is reserved exclusively for small business concerns. The solicitation number is Q8219102128, and the solicitation is issued as a request for quotation (RFQ). The National Park Service, Arizona Major Acquisition Buying Office (AZ MABO), has a requirement for seven (7) riding mules for use as stock for Grand Canyon National Park's trail maintenance operation. Grand Canyon National Park is located in Northern Arizona. Elevation ranges from 8,000 feet on the North Rim to 2,400 feet at Phantom Ranch. Temperatures range from minus 10 degrees F in the winter to highs of 120 degrees F in the summer. Trails from Phantom Ranch to the canyon rims are rocky, steep, and subject to continuous foot traffic. These trails have many potentially deadly cliffs requiring livestock to be acclimated to extreme heights. Mules will be used in daily operations for hauling a variety of equipment, material, or rider. EVALUATION FACTORSMule requirements or salient characteristics are as follows: Mule Physical Characteristics--Weight in a range between 800 and 1,200lbs;--Height/size requirements between 14.2 hands - 15.5 hands in height;--Age limits between 6 to 8 years old at time of purchase. Mule Functional Characteristics (Including Training)--No health concerns - Health records must be up to date, as well as a negative Coggins' test upon delivery;--Mule will be required to pass a Veterinarian inspection prior to delivery - to be paid for by mule supplier;--Mule must be easily shod and will allow all four hooves to be picked up for inspection or service;--Mule is gentle to most human interactions, and not prone to kicking or biting; --Mule is not prone to fighting or injuring other animals in a corral environment;--Mule can be ridden by novice riders in a variety of conditions or terrain;--Mule is gentle, broke, and able to lead pack strings or work in a pack string;--Mule is packable, and able to carry a variety of items (generators, shovels, prepackaged loads);--Mule is trained to haul soil and can distribute soil via pannier directly onto trail;--Mule will not easily frighten around park visitors, or when used in commercial pack operations such as helicopter-supported construction projects;--Mule will allow hobbles to be applied as needed;--Mule will easily load into a trailer and can be hauled overland as necessary. Mule Performance Characteristics--Must be able to carry at least 200lbs on rocky steep terrain continuously with no problems;--Able to work in extreme weather (rain, snow, thunderstorms, or heat); --Able to work upon extreme terrain (e.g., extremely steep, narrow trails such as the ones in the Grand Canyon); --Able to work in areas associated with high volume visitor traffic (tourist);--Mule is able to work near motor vehicle traffic;--Mule must be able to cross bridges, including metal span and wooden, and water crossings. Other InformationResponsible sources shall be able to provide or demonstrate the following:--Each mule must have a one (1) year unconditional guarantee from date of delivery at Grand Canyon facilities. If for any reason a mule is unacceptable, the supplier will replace it within 60 days with an alternative mule (meeting above characteristics);--Each replacement mule will have a 1-year guarantee;--Replacement mules will be delivered to Grand Canyon as necessary within 60 days;--Mules and/or replacement mules will be delivered to Grand Canyon Facilities at contractor's expense. Delivery will be to the South Rim, Grand Canyon National Park, Arizona 86023-0129;--The applicable North American Industry Classification System (NAICS) code is 112920, with small business size standard of $750,000. HOW TO SUBMIT RESPONSE TO THIS COMBINED SYNOPSIS/SOLICITATION ANNOUNCEMENT--Closing date for this announcement is TUESDAY, AUGUST 17, 2010, 3 PM ARIZONA TIME.--Responses may be emailed to: GRCA_Contracting@nps.gov, with Subject: Attn: Freddi Steele, Q8219102128 (Mules);--Responses may also be faxed to: 928 637-7005, Attn: Freddi Steele, Q8219102128 (Mules).--Responses will NOT be accepted through FedBizOpps/EC-IDEAS. --Companies which previously responded to Sources Sought Announcement solicitation number N8219102128 are required to submit a quote in response to this announcement if they wish to be considered as a possible supplier of mules for Grand Canyon National Park.--Award will be based on the following: evaluation factors cited above, best value to the Government, and on an "all or nothing" basis, i.e., able to provide all seven mules meeting the evaluation factors. Companies only able to provide less than seven mules will not be considered.
