- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions (OA), intends to negotiate and award a purchase order on a noncompetitive sole source basis to Itamar Medical, 9 Halamish St, PO Box 3579, Caesarea, Israel 38900 for an Endo-Pat 2000 Kit, Probes and Accessories. Product Overview The Endo-PAT is based on noninvasive PAT Technology (below). It measures endothelium-mediated changes in vascular tone in the fingertips by unique bio-sensors. These changes in tone are elicited by a standard 5-minute occlusion of the brachial artery, creating a down-stream hyperemic response. Measurements from the contra-lateral arm are used to control for non-endothelial dependent changes in vascular tone. The automatically calculated ratio provides an index of endothelial function. PAT Technology Peripheral Arterial Tonometry (PAT) is a newly developed proprietary technology for noninvasively measuring arterial tone changes in peripheral arterial beds. The PAT signal is measured from the fingertip by recording finger arterial pulsatile volume changes. Based on PAT technology, the noninvasive Endo-PAT2000 system comprises a measurement apparatus that supports a pair of plethysmography-based bio-sensors. The unique feature of the PAT bio-sensors is that they impart a uniform pressure field to the distal two thirds of the fingers including their tips. Applying the pressure is extremely important as it: Prevents distal venous blood pooling that can induce venoarteriolar vasoconstriction reflex; Vastly increases the dynamic range of blood volume changes by unloading arterial wall tension; Fixates the bio-sensor to the finger to reduce movement artifacts; and Prevents retrograde venous blood flow which can create "background noise." The sole source determination is based on the fact that the Endo-Pat 2000 is a novel and proprietary system sold by Itamar. They are the only company that will be able to provide repairs and maintenance to this equipment. The delivery point is the National Institutes of Health (NIH), The National Heart, Lung, and Blood Institute (NHLBI), Bethesda, MD 20892. The North American Industry Classification System (NAICS) Code is 334516, Analytical Laboratory Instrument Manufacturing, and the associated small business size standard is 500 employees. This acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures; therefore the requirements of FAR Part 6, Competitive Requirements, are not applicable and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-44 (July 8, 2010). However, this solicitation is not set-aside for small businesses. Interested parties may identify their interest and capabilities in response to this synopsis by August 9, 2010 at 3:00pm Eastern Standard Time. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurements.
