DESCRIPTION This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR 12.6 Streamlined Procedures for Evaluation and Solicitation for Commercial Items as supplemented with additional information included in this notice and in accordance with FAR 11.104 - use of "brand name or equal" purchase descriptions. This announcement constitutes the only solicitation; a "Brand Name or Equal" firm fixed price quotation is requested and a written solicitation will not be issued. The solicitation number is NAR-NW-10-Q-0007 and is issued as a request for quotation (RFQ); quotations furnished are not offers. This request does not commit the government to pay any costs incurred in the preparation of the submission of this quotation or to contract for supplies or services. Any representations and/or certifications attached to this RFQ must be completed by the vendor. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-44 effective July 8, 2010. COMPETITION, EVALUATION, AND CONTRACT TYPE : This is a "Brand Name or Equal" requirement under NAICS 334516. The Government reserves the right to issue an order based on the initial quote without discussions of this procurement. Evaluation and award will be in accordance with the procedures of FAR Subpart 13.106, Soliciting Competition, Evaluation of Quotations or Offers, Award and Documentation. Award will be made to the vendor whose conforming quotation in response to the RFQ will be most advantageous to the Government. Best value for this competition will be obtained through a lowest priced technically acceptable evaluation. In order to be determined technically acceptable, all quotation submission requirements must be met including the required documentation submissions outlined below. The Government will only accept commercial-off-the-shelf items. Vendors must submit itemized specifications that address the enumerated requirement of the Salient Characteristics (attachment 1) for each proposed item to facilitate a comprehensive Government evaluation. AFFIRMATION STATEMENTS : Supplies furnished under this RFQ are of domestic origin unless otherwise indicated by vendor. Vendors must complete and return Enclosure 1, RFQ Information Sheet, in order for their quotations to be considered. REQUIREMENTS : All delivery costs must be included in the total firm-fixed price quote. DELIVERY : Packaging must be in a manner that prevents damage to the products during shipment. Delivery must be undertaken during regular business hours, Monday through Friday, unless mutually agreed upon by NARA and the Contractor. Delivery will be made to the following location: NARA - A-II, 3301 Metzerott Road, College Park, Maryland 20740-6001 no later than 90 calendar days after issuance of the order. Failure to deliver in a timely manner could result in termination. ATTACHMENT 1 - SALIENT CHARACTERISTICS Specifications for Size Exclusion Chromatography System Description: A size exclusion chromatography system, complete with refractive index detector and dual angle light scattering detector, must be capable of analyzing the molar mass distribution of paper dissolved in N,N-dimethylacetamide. The SEC instrument must have a temperature controlled column compartment capable of handling four columns at a time for easy switching and storage. All the connections and plumbing must be compatible with organic and aqueous solvents, including the organic solvent, N,N-dimethylacetamide. The oven should be operational from ambient to 50 C. The SEC instrument must have a refractive index detector and a 15/90 dual angle light scattering detector to allow collection of information on concentration and molar mass distribution of the different polymeric species present in a sample without the need for a known reference. The SEC instrument must be able to handle multiple samples (autosampler). The autosampler must be able to perform injections from 1 uL to 1000 uL and handle multiple injections from the same sample. Low volume columns and connections are necessary, for example 6 mini guard columns 50 x 4.6 mm, 2 mini organic solvent compatible columns capable of linear MW range of 500 - 10,000,000 of dimensions 250 x 4.6 mm with a max flow rate of 0.5 mL/min, and aqueous guard column and analytical column (MW range of up to 2,000,000) of similar dimensions. The SEC instrument must come with a computer and the software capable of running the chromatography system and both detectors. It should have Windows Office (Word, Excel, PowerPoint) on the computer. A printer should also come with the instrument. The SEC instrument must come with enough consumables to immediately begin operations, including vials [low volume (ex 500 uL or less) and standard volume sizes (ex about 2 and 4 mL)] and caps. The low volume vials can be either inserts into the standard vials or stand alone vials. The SEC instrument must have at least a one year warranty. Additionally, four one-year option years of full service for the instrument, the dual angle light scattering detector, the autosampler, and the instrumentation software are required for continued maintenance of the system. Installation and training of the entire system must be included.
