Description
Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 6120 Executive Boulevard, EPS Suite 600, Room 6072, Rockville, MD 20852, UNITED STATES. Description The National Cancer Institute (NCI), Center for Cancer Research (CCR), Neuro-Oncology Branch (NOB), plans to procure on a sole source basis with Affymetrix, Inc., 3420 Central Expressway, Santa Clara, CA 95051, for GeneChip microarray chips and relative assay kits. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.106-1(b)(2) and 13.501-(a)(1) using simplified acquisition procedures for commercial acquisitions. The North American Industry Classification System Code is 423450 and the business size standard in 100 employees. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The NOB laboratory is currently conducting large-scale gene expression analysis of thousand of human glioma tissues using Affymetrix gene chip microarray system for the NOB lab's microarray-based genomic profiling for gliomas, which will induce better understanding the molecular mechanisms of glioma, discovery of better diagnosis methods and prediction of clinical therapeutic outcomes, e.g., patient survival rate. For the on-going GMDI project the NOB lab needs to purchase more GeneChip Genome microarray chips and relative assay kits, which is essential to perform experiments using the Affymetrix microarray system and also to avoid any potential variables. The Affymetrix GeneChip® Instrument System is a fully integrated instrument system enabling analysis for Gene Expression, Genotyping, and Mutation Detection. A patent portfolio containing over 246 U.S. patents supports the Affymetrix system. Issued U.S. patents include, but are not limited to, the fields of arrays, reagents, sample preparation, DNA synthesis, devices, software/data analysis, specific genes and methods of biological analysis. The Arrays and Reagents are sold only through Affymetrix. They have been used in hundreds of NOB experiments and continue to be used by NOB as well as several other Institutes. The GeneChip probe arrays manufactured by Affymetrix are compatible only with their equipment. No other manufacturers' equipment will work with the Affymetrix probe arrays, which are proprietary to Affymetrix. Affymetrix high-density probe arrays offers information densities as high as 106 per cm2 and a low as 50 per cm2, and Affymetrix's photolithographic manufacturing technology enables consistent reproduction of array designs and reduces variation inherent in less sophisticated array manufacturing technologies. The use of the Affymetrix probe array is critical to the ongoing research and experiments. This is the continuation of an on-going study that must avoid any potential variables because of changing the provider, and there is no other known company that can provide such chips/kits for Affymetrix microarray system. The system and components for the Genome-Wide Human SNP Array 6.0 are composed of the following components: Affymetrix Genome-Wide Human SNP Array 6.0 Array, Genome-Wide Human SNP Array Nsp/Sty 5.0/6.0 Assay kits, the GeneChip Scanner 3000, Fluidics Station 450, Hybridization Oven 640, GeneChip Command Console, Genotyping Console, and other supporting software packages, service, training and technical support. Features unique to the Affymetrix Genome-Wide Human SNP Array 6.0, some of which are covered by USPN 6,361,947: •Each single SNP Array 6.0 has over 1.8 million total markers for genetic variation (including >900,000 SNPs and >940,000 copy number probes) for genetic analysis; •Each single SNP Array 6.0 has more than 940,000 copy number probes for genetic analysis; •The SNP Assay 5.0/6.0 uses a single PCR primer, and only 7 PCR reactions per sample to genotype over 900,000 SNPs. It allows going from DNA to data in four days; •The SNP Array 6.0 utilizes 6-8 X 25 base sequences tiled on the array; •The SNP Assay 5.0/6.0 Assay kits contain the qualified and validated reagents and controls for the most critical parts of the Mapping Assay, including PCR primers and adapter, the proprietary GeneChip DNA Labeling Reagent, TdT enzyme and buffer, reference control DNA and several controls unique to the array and platform. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on August 11, 2010. No electronic capability statements will be accepted (i.e. email or fax). An original and one copy must be sent to the NCI Office of Acquisitions at the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
