- Combined Synopsis/Solicitation NoticeSolicitation No. NNK11352006Telephone or facsimile questions will not be accepted.This notice is a combined synopsis/solicitation for Electrical Design and EngineeringServices related to NASA program requirements at the John F. Kennedy Space Center (KSC),Florida; Cape Canaveral Air Force Station (CCAFS), Florida; and Vandenberg Air Force Base(VAFB), California. The acquisition is being conducted in accordance with the Brooks Actas implemented in the Federal Acquisition Regulation (FAR) Subpart 36.6.This is a request for Standard Form (SF) 330 Architect-Engineer Qualifications forDesign, Engineering, and other Professional Services Required to Demolish, Rehabilitate,Modernize, or Provide New Electrical Facilities and Systems. The design project siteswill be primarily located at KSC and CCAFS with a minimal number located at other KSCsupport centers including VAFB. This synopsis/solicitation specifies the Government's requirement. There is no separatesolicitation package. This solicitation is not a small business set-aside; it will be conducted under full andopen competition procedures allowing maximum participation from large and smallbusinesses. The NAICS Code for this procurement is 541330. The Government intends to award one or two Indefinite-Delivery Indefinite-Quantity (IDIQ)contracts under this solicitation. Work will be issued as fixed-price task orders underthe IDIQ contracts. Each awarded contract will have a five year ordering period with aminimum value of $10,000 which represents the minimum value of work the Government isrequired to order and the contractor(s) shall deliver under the IDIQ contract. Themaximum quantity the Government may order and the contractor(s) may deliver for theElectrical Design and Engineering Services will be $10,000,000 over the five yearordering period. Task orders issued against the IDIQ contract(s) prior to theirexpiration may extend for up to one year beyond the ordering period of the IDIQcontracts. In the event two Indefinite-Delivery Indefinite-Quantity (IDIQ) contracts areawarded, task orders will be competed between the two successful contract holders, seeFAR Subpart16.505(b). The placement of orders will be consistent with FAR 36.6. Inaccordance with FAR Clause 52.219-9, Small Business Subcontracting Plan, large businesseswill be required to provide subcontracting plans prior to receipt of individual taskorders expecting to exceed $550,000 and having subcontracting opportunities.FAR 52.216-19 Order Limitations (Oct 1995) (a) Minimum order. When the Government requires supplies or services covered by thiscontract in an amount of less than $10,000, the Government is not obligated to purchase,nor is the Contractor obligated to furnish, those supplies or services under thecontract.(b) Maximum order. The Contractor is not obligated to honor --(1) Any order for a single item in excess of $1,000,000 ;(2) Any order for a combination of items in excess of $3,000,000.00 ; or(3) A series of orders from the same ordering office within 365 days that together callfor quantities exceeding the limitation in subparagraph (b)(1) or (2) of this section.(c) If this is a requirements contract (i.e., includes the Requirements clause atsubsection 52.216-21 of the Federal Acquisition Regulation (FAR)), the Government is notrequired to order a part of any one requirement from the Contractor if that requirementexceeds the maximum-order limitations in paragraph (b) of this section.(d) Notwithstanding paragraphs (b) and (c) of this section, the Contractor shall honorany order exceeding the maximum order limitations in paragraph (b), unless that order (ororders) is returned to the ordering office within 5 days after issuance, with writtennotice stating the Contractors intent not to ship the item (or items) called for and thereasons. Upon receiving this notice, the Government may acquire the supplies or servicesfrom another source. (End of Clause)In accordance with FAR 35.602-2 an Architect-Evaluation Board will be established toreview proposals and evaluate firms. Discussions will be held with at least three of themost highly qualified firms regarding concepts and the relative utility of alternatemethods of furnishing the required services. Final selection(s) shall be made by thedesignated Selection Authority and shall be a listing, in order of preference, of thefirms considered most highly qualified to perform the work.Offerors are put on notice that firm(s) selected by the Selection Authority will berequired to submit Forward Pricing Rate Proposals to include labor, overhead and othercosts for the five year ordering period for negotiation by the Contracting Officer priorto contract award. The negotiated agreement will be incorporated into the contract andused in pricing of task orders.Professional services ordered require multi-disciplined engineering skills for providingstudies, surveys, and reports; developing complete design packages; and at the discretionof the Government, performing other professional and incidental services, such as projectand construction management support in all phases of work throughout the design andconstruction. This may include review of shop drawings, progress schedules, pay requestsand cost proposals, resolution of design or construction issues, and providingconstruction administration and inspection services. The awarded contract(s) will include tasks which involve essential or substantial effortin electrical systems, equipment, and facilities. The professional services required forthis project will include, but will not be limited to, conducting field investigations,surveys, testing and analysis of existing or planned electrical work and support systems,preparing engineering reports of recommended actions, and/or preparing final designssuitable for competitive bidding. Requirements will be associated with the demolition,installation, restoration, rehabilitation, or modifications of existing facilities andsystems or construction of new facilities and systems. All design packages prepared bythe A&E firm(s) shall utilize computer aided design and analysis, use SpecsIntact (SI)specifications, and include detailed cost estimates. Approved designs will be utilizedfor the advertising and award of fixed price construction contracts.The selected A&E firm(s) must have the capacity to provide all the personnel to performall the work identified. The selected A&E firm(s) project staff must include, as aminimum, registered professional engineers and specialists who have demonstratedspecialized experience in the following specific disciplines: electrical power, firealarm, electronic security, and control systems. Additionally, any requiredarchitectural, survey, civil, structural, environmental, fire protection, or mechanicalregistered professionals and specialists must also be available to perform any ancillarydesign work related to the electrical project.For state-regulated permits, the A&Efirm(s) shall have staff with professional engineering licenses in the State of Florida.The A&E(s) shall have demonstrated experience performing alternative studies includingcost-benefit analysis and life cycle costing; study or report compilation; parametriccost estimating; detailed take-off cost estimating and subsequent performance againstbids received; electrical project environmental, survey, civil, and structural issues;procurement and performance specification preparation; material and equipment standardspreparation; development of equipment testing or commissioning plans; specification ofand review of detailed contractor shop drawing submittals; construction management,development of as-built operating and maintenance documentation including sparesprovisioning, as well as failure, hazard, and reliability analysis. The A&E(s) shall have demonstrated experience in producing sustainable, energy efficient,environmentally friendly designs that enable new construction or major renovationprojects to meet the certification requirements of the Leadership in Energy andEnvironmental Design (LEED) Green Building Rating System.The following evaluation factors, listed in descending order of importance, will be usedin the evaluation of submittal packages received in response to this solicitation. NASAwill consider the immediate past 5 years as the period of time for evaluation underfactors (1) and (2). 1. Specialized experience and technical competence in the type of work required. Experience shall be demonstrated in 1a. Building and Site Power Distribution asdescribed below. Additionally, specialized experience shall also be demonstrated in oneor both of the other two areas described below 1b. High and Medium Voltage PowerDistribution and/or 1c. Electrical Systems. Selection Weight: 40 percent 1a. Building and Site Power Distribution: Low voltage power equipment/distributionincluding special requirements for data/control centers, hazardous locations, andemergency power; switchboards and panelboards; power and distribution transformers;electrical switchgear including circuit protection, monitoring, control and meteringschemes; networking and monitoring of control, protective relay, metering, and otherequipment; motors and motor control; power conditioning and uninterruptible powersupplies; direct current and battery power systems; generators including transferequipment, control schemes, and auxiliary components; synchronization and paralleling ofmultiple power sources including utility, generator, and UPS units; grounding, surgesuppression, and lightning protection; interior, exterior, and site lighting includinglighting control systems; raceways and cable tray; power and control cables. Demonstrated experience with electrical power system analysis (short circuit,coordination, load flow, motor starting), and arc-flash hazard and electricalsafety/hazard analysis is also required. Experience with new power generationtechnologies such as solar and wind power generation is desired. 1b. High and Medium Voltage Power Distribution: Outdoor high voltage (115 kV) powersubstations; medium voltage (5 kV and 15 kV) power equipment/distribution; powertransformers and vault- or pad-mounted medium voltage switches; medium voltage electricalswitchgear including circuit protection, monitoring, control and metering schemes;networking and monitoring of control, protective relay, metering, and other equipment;medium voltage motors (5 kV) and motor control; medium voltage generators includingtransfer equipment, control schemes, and auxiliary components; synchronization andparalleling of multiple power sources including utility, and generator units; groundingand surge suppression; duct banks and trenchless technologies; manholes and vaults;raceways and power cable tray; medium voltage power cables, splices, and connections. Demonstrated experience with electrical power system analysis (short circuit,coordination, load flow, motor starting), and arc-flash hazard and electricalsafety/hazard analysis is also required. 1c. Electrical Systems: Fire alarm and detection including suppression system release;Electronic Security Systems (ESS) and related intrusion detection; electrical controlsystems (elevators, doors, gates, cranes, lighting) using electro-mechanical relay,programmable logic controllers (PLC), and direct digital control (DDC) methods; extensiveHVAC controls design experience; networking and monitoring of fire alarm, ESS, computercontrol, and other equipment; discrete, digital, and analog input and output controldevice technologies, control panel or control rack fabrication; cable tray andelectrical raceway systems; communication and network services; control andcommunications cabling. The A&E shall have demonstrated specialized experience indeveloping detailed sequences of operation, and developing detailed human-machineinterfaces. 2. Past performance on contracts with Government agencies and private industry in termsof accuracy in cost estimating, cost control, quality of work, compliance withperformance schedules. Selection Weight: 25 percent 3. Professional qualifications necessary for satisfactory performance of requiredservices. Selection Weight: 15 percent 4. Capacity to accomplish multiple task orders with concurrent performance schedules inthe required time. Selection Weight: 15 percent 5. Location of the essential staff for this project (or a commitment to locate) in thegeneral geographical area of the project and knowledge of the locality of the project,provided that application of this criterion leaves an appropriate number of qualifiedfirms, given the nature and size of the project. For evaluation purposes the projectlocation is defined as KSC/CCAFS, Florida. Selection Weight: 5 percent The submittal packages from firms desiring to be considered for award of an IDIQ contractunder this solicitation shall consist of a completed Standard Form (SF) 330,Architect-Engineering Qualifications, Parts I and II and specific information addressingeach of the five evaluation factors described in this solicitation. The proposed designteam qualifications as they relate to the specialized experience and technical competencerequired for this project should be stated and include any information the firm feels maybe of benefit to it in the evaluation and selection process. Submittal package shall betailored to the specific acquisition and be consistent with the requirements of thissynopsis, and shall not exceed 30 pages. Submittals not tailored to electrical design andengineering services will be considered nonresponsive. A page is defined as one side of an 8-1/2 inch x 11 inch sheet of paper, with at leastone inch margins on all sides (fold out sheets will be counted as multiple pages inaccordance with their size). Font size shall be not smaller than 12 characters per inch.Offerors may submit on single or double sided sheets, but shall not exceed the pagelimitation. Cover pages and tab pages will not count towards the page count. Offerors mayinclude 11 X 14 inch paper for the exclusive presentation of tables or figures. Each 11X 14 inch page will be considered 2 pages when printed on one side and considered 4 pageswhen printed on both sides. Any pages exceeding the stated page limitation will not beevaluated by the evaluation board and will be returned to the offeror. All questions must be submitted in writing via email. Telephone or facsimile questionswill not be accepted. Questions received after that datewill be considered, but may not be answered. Submittal packages will consist of one original, four copies and one electronic copy oncompact disc (CD) in searchable.pdf format of the proposal. The proposal submittalsshall be delivered to the KSC Central Industry Office (CIAO), Building N6-1009 at 7110N.Courtenay Parkway, Merritt Island, FL 32953 on or before 3:00PM, Local Time, 9/01/2010.Submittals received after the specified closing date will be considered late and will notbe evaluated. The CIAO building is located on State Road 3, approximately 2 miles southof Gate 2 to KSC. Access to KSC is not required. Offerors are responsible for assuringhand carried proposals are either received by NASA Government employees at the CAIO ordropped in the CAIO mail box located outside the building. Electrical Design and Engineering Services, Solicitation Number NNK11352006.FAR 52.204-6 -- Data Universal Numbering System (DUNS) Number (Apr 2008) The offeror shall enter, in the block with its name and address on the cover page of itsoffer, the annotation DUNS or DUNS+4 followed by the DUNS number or DUNS+4 thatidentifies the offerors name and address exactly as stated in the offer. If the offerordoes not have a DUNS number, it should contact Dun and Bradstreet directly to obtain one.An offeror may obtain a DUNS number via the internet at http://fedgov.dnb.com/webform orif the offeror does not have internet access, it may call Dun and Bradstreet at1-866-705-5711 if located within the United States.FAR 52.204-7 -- Central Contractor Registration (Apr 2008) All contractors conducting business with the Government are required to be registered inthe Central Contractor Registration. Registered in the CCR database means theContractor has entered all mandatory information, including the DUNS number or the DUNS+4number, into the CCR database; and the Government has validated all mandatory datafields, to include validation of the Taxpayer Identification Number (TIN) with theInternal Revenue Service (IRS), and has marked the record Active. The Contractor willbe required to provide consent for TIN validation to the Government as a part of the CCRregistration process. If the Offeror does not become registered in the CCR database inthe time prescribed by the Contracting Officer, the Contracting Officer will proceed toaward to the next otherwise successful registered Offeror. Offerors and Contractors mayobtain information on registration and annual confirmation requirements via the Internetat http://www.ccr.gov or by calling 1-888-227-2423, or 269-961-5757.FAR 52.204-8 -- Annual Representations and Certifications (Feb 2009) Prospective contractors shall complete electronic annual representations and http://orca.bpn.gov in conjunction with the required registration in the CCR database. Prospective contractors shall update the representations and certifications submitted toORCA as necessary, but at least annually, to ensure they are kept current, accurate, andcomplete. The representations and certifications are effective until one year from dateof submission or update to ORCA.FAR Provision 52.233-2 Service of Protest (Sept 2006) (applicable to this solicitation)(a) Protests, as defined in section 31.101 of the Federal Acquisition Regulation, thatare filed directly with an agency, and copies of any protests that are filed with theGovernment Accountability Office (GAO), shall be served on the Contracting Officer byobtaining written and dated acknowledgment of receipt from Richard M. (b) The copy of any protest shall be received in the office designated above within oneday of filing a protest with the GAONASA FAR Supplement Provision 1852.233-2 Protests To NASA (Oct 2002) Potential bidders or offerors may submit a protest under 48 CFR Part 33 (FAR Part 33)directly to the Contracting Officer. As an alternative to the Contracting Officer'sconsideration of a protest, a potential bidder or offeror may submit the protest to theAssistant Administrator for Procurement, who will serve as or designate the officialresponsible for conducting an independent review. Protests requesting an independentreview shall be addressed to Assistant Administrator for Procurement, NASA Code H,Washington, DC 20546-0001. See Note 24.
