- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSALS. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. It is the intent of the National Heart, Lung, and Blood Institute (NHLBI) for the National Human Genome Research Institute (NHGRI), NIH Chemical Genomics Center (NCGC), to negotiate/award a purchase order to Applied Biosystems LLC, 850 Lincoln Centre Drive, Foster City, CA 94404, for the purchase of ViiA TM 7 Real Time PCR System. The sole source determination is based on the fact that the ViiA™ 7 Real-Time PCR System NCGC has been using is being taken to another laboratory and thus NCGC requires a replacement system. All of NCGC’s previous data has been generated on this system as such it would not be in the best interest of the Government to change equipment at this time as it is necessary to maintain continuity due to the type of research being conducted. Product Description: Viia & instrument; 384-Well Block, interchangeable, fast-enabled; Dell desktop tower with Microsoft Office Basic;Dell 17” flat panel monitor; ViiA 7 software, Primer Express Software, Installation Kit, Packing Kit, User Manuals, cUl, UL, CE Approved. Limited one year parts and labor warranty. The ViiA™ 7 Real-Time PCR system is a detection platform that performs real-time quantitative polymerase chain reaction (qPCR). Real-time qPCR is one of the most powerful and sensitive gene analysis techniques available and is used for a broad range of applications including quantitative gene expression analysis, SNP genotyping, copy number analysis, pathogen detection, drug target identification and validation, and RNA interference. Many of rare and neglected diseases are derived from genetic alterations, and it is essential to equip the laboratory with analytic tools to delve into the biology of these diseases so that strategic plans for assay development are effectively devised. The ViiA™ 7 Real-Time PCR system features its strength in three areas (productivity, integration, performance) of analytic operation which meets the need of the laboratory. Productivity is represented in its versatile platform ideal for performing medium- to high-throughput real-time PCR, thus streamlining multiple stages of assay technology development ranging from early assay optimization to HTS operation. Its integration capability is fully compatible with TaqMan® array micro fluidic cards which analyze 1–8 samples in parallel using a choice of 12–384 TaqMan® assays and thus expedite gene expression profiling with high sensitivity, high specificity, and a broad dynamic range. TaqMan® array micro fluidic cards are optimized to 384-well throughput without robotics. Therefore, there is no need for liquid-handling robotics or complex pipetting to load. Samples are simply added as master mix and run on the ViiA™ 7 system, which provide an ease of performing analysis with a large number of samples and target genes. In addition, the ViiA™ 7 System supersedes other qPCR instruments in performance, featuring the new OptiFlex™ system which provides enhanced fluorescence detection enabling accurate and sensitive data analysis. Its high performance translates into better accuracy, maximum multiplexing, and most importantly, precise quantification. Genetic diseases are often associated with marginal changes in gene expression and yet profound pathological consequences. The ViiA™ 7 system is capable of detecting as small as 1.5–fold changes in target quantities with high reproducibility, which fits the demanding nature of therapeutic research aimed at disease targets in the laboratory. Previously, NCGC needed to choose between high productivity and high accuracy. The ViiA™ 7 system is an ideal instrument for the laboratory which requires both aspects of qPCR analysis for its purpose of assay technology development. This acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, and is exempt from the requirements of FAR Part 6, Competition Requirements. The North American Industry Classification (NAICS) Code is 334516 and the Size Standard is 500 Employees. This notice of intent is not a request for competitive proposals. The determination by the Government not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government.
