- SOURCES SOUGHT. This is a Request for Information (RFI) from interested Small Business sources. All responses to this RFI are voluntary and at the contractor's expense. The Government is seeking qualified sources with specific, recent experience with the integration and testing of Commercial-Off-The-Shelf (COTS) and Government-Off-The-Shelf (GOTS) products in support of Combat Operations Center (COC) software builds. The qualified sources will need to be able to evaluate the integration of COTS and GOTS products in an evolving COC software build process to verify compliance with established Marine Corps functional level standards and DoD mandated security requirements. The qualified sources will need to be able to provide the services of professionals experienced in: (1) engineering design efforts utilizing Virtualized Software, Voice Over IP (VOIP) Solutions, Information Assurance Lab and Team Developments, as well as Network/Software Design; (2) the integration of tactical data systems; and (3) various commercial software applications and operating systems. The qualified sources will need to be able to document the results of the evaluation in a technical report. The qualified sources will need to be able to provide support in reviewing, analyzing, updating, and writing comments related to COC documentation in determining technical currency, identifying issues that may impact COTS and GOTS integration, and ensuring that technical content satisfies its intended use. The qualified sources will need to be able to participate in Program Management Reviews and technical meetings, test events, and assist in efforts related to resolving higher-level Fleet Marine Forces (FMF) help desk support requests. Industry responses to this RFI may determine the Government's acquisition strategy. Responses shall explain in detail: (1) the contractor's specific and unique experience in evaluating the integration of COTS and GOTS products in an evolving COC software design and development environment; (2) a rough order of magnitude (ROM) estimate; (3) a reference list of related DoD contracts within the past three (3) years, to include contract number, dollar value, a brief description of services, and points of contact with phone number; and (4) cite existing GSA or other Government contracts, if applicable. This RFI is for information and planning purposes only and it does not constitute a solicitation and should not be construed as a commitment of any kind by the Government to issue a solicitation or award a contract.
