Description
The Department of Interior, National Park Service is soliciting offers to procure the supply of an electrical transfer switch, and connection of switch to generator and main building power for Badlands National Park, Interior, SD. The contractor is expected to follow commercial practices to ensure proper installation, connection, and testing of complete generator backup system in accordance with trade standards and all State and Federal applicable codes. This is a combined synopsis/solicitation for commercial items/services prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate, written solicitation will not be issued. This solicitation is issued as a Request for Quotations (RFQ) using number Q1300100082, in accordance with FAR Part 12 (Acquisition of Commercial Items). The solicitation document and incorporated provisions and clauses are those in effect through the current Federal Acquisition Regulation. The North American Industry classification (NAICS) code is 335312, and business size maximum is 1000 employees. This solicitation is 100% set-aside for Small Businesses considered responsible, and any or all responsible sources may submit a quotation for consideration with the expectation that there will be one award supporting this acquisition. All offerors must be registered in the Central Contractor Registration (CCR) and Online Representations and Certifications (ORCA) Systems. The government will award a firm-fixed-price (FFP) contract resulting from the solicitation to the responsible offeror whose offer, conforming to the solicitation, is the lowest price. A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. The government may elect to award without discussions. This requirement involves the purchase of a compatible 600-1000 Amp, 600VAC transfer switch to be installed in Badlands National Park Visitor Center to support connection to Generac 80 kW Propane Generator when commercial power fails. An HTS automatic transfer switch has been selected to support compatibility with Generac generator equipment, using a H-100 Power Manager/controller as these assemblies are known to be specifically designed to operate Generac Propane Generation equipment. The contractor shall supply all labor and materials to install a transfer switch and connect to/modify the main power panels within the Visitor Center so that exterior generator will operate all electrical systems within the building upon commercial power failure. Contractor will install proper sized conduit (approximately 240 foot), wiring, meeting all electrical codes to generator located outside of visitor center building. Location of underground utilities and connections to building will be the responsibility of the contractor. A new Generac 80 kW propane generator, model QT08046GVSN, rated at 800 Amp, 208 Volt, 3 phase, 4 wire, will be located outside of visitors center and will be connected up to LP source prior to electrical work performed on this contract. All electrical work will be done by licensed electrician. A site visit is recommended prior to quoting this project, and is scheduled for Friday, August 13, at 10AM MT at the Ben Reifel Visitor Center. Contractor should provide pricing for: 1)Transfer Switch2)Generator Controller3)Materials for electrical connections (major components should be separated)4)Labor to complete install Additional Relevant Contract Provisions/Clauses: The following apply to this acquisition: FAR 52.212-1, Instructions to Offerors Commercial Items; FAR 52.212-3,Offeror Representations and Certification Commercial Items; FAR 52.212-4, Contract Terms and Conditions Commercial Items; and FAR Part 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items. In paragraph (a) of FAR 52.212-5 the following applies: FAR 52.233-3, Protest After Award; and FAR 52.233-4 Applicable Law for Breach of Contract Claim. South Dakota Wage Determination No.: 2005-2485, revision 8, dated 6/15/2010 may be applicable to this solicitation and resulting award.
