- Request for Quotation NAMA-10-Q-0085 in its entirety (Schedule of Prices, PWS, QASP, and Terms & Conditions). This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6 Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; firm fixed price quotations are requested and a written solicitation will not be issued. The solicitation number is NAMA-10-Q-0085 and is issued as a request for quotation (RFQ). Quotations furnished are not offers. This request does not commit the government to pay any costs incurred in the preparation of the submission of this quotation or to contract for supplies or services. Any representations and/or certifications attached to this RFQ must be completed by the vendor. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-43 effective July 23, 2010. This is an unrestricted acquisition. COMPETITION, EVALUATION, AND CONTRACT TYPE : The Government reserves the right to make an award on the initial quote without discussions of this procurement. Evaluation and award will be in accordance with the procedures of FAR Subpart 13.106, Soliciting Competition, Evaluation of Quotations or Offers, Award and Documentation. The Government intends to issue a firm fixed-priced purchase order. The Vendor's technical quotation will be evaluated in accordance with the procedures of FAR 13.106 and using the factor scheme enumerated below. Source selection will be based on the best overall value to the Government. I. TECHNICAL FACTORS All technical factors are of approximately equal importance. 1. Technical Understanding and Management Approach. An assessment will be made of the Vendor's technical understanding and management approach to this project as it relates to the requirements of the solicitation. As part of the evaluation, the Government will consider the Vendor's draft Project Management Plan, Quality Control methodology, proposed staff mix, suitability of quoted management and key personnel, and overall technical understanding. 2. Relevant Past Performance. The Vendor will be evaluated to assess the demonstrated quality of performance on similar, relevant work (including magnitude of the project and the nature of the project), to include the ability to control the quality and cost of work, timeliness of performance, and effectiveness at accomplishing the goals of previous work. Submissions should include contact information for ordering entity, including a point of contact, dollar value of contract/order, brief description of work performed, and an explanation of how any performance difficulties were addressed and resolved. Vendor's relevant past performance submissions shall be for recent and relevant corporate performance on at least three (3) but no more than five (5) contracts/task orders related to the tasks in the PWS and performed within the past five (5) years. Relevant contracts/task orders are those that are of similar scope, magnitude, nature, and work. If the Vendor has no relevant past performance, an affirmative statement that "no relevant past performance exists" must be submitted. If a Vendor provides neither references nor the affirmative statement the quotation may be considered incomplete and ineligible for consideration. II. PRICE All evaluation factors other than cost or price, when combined, are significantly more important than cost or price. Selection of the Vendor to receive this purchase order will be based on NARA's assessment of the best overall value to the Government. REQUIREMENTS : See Performance Work Statement (PWS), and Enclosure 1, Schedule of Prices. Submit pricing in accordance with the directions of Enclosure 1, Schedule of Prices. DELIVERY : See PWS section 5.0, Deliverable Schedule. PERIOD OF PERFORMANCE : Five (5) consecutive months from date of order. SUBMISSION OF QUOTATIONS : Hard copies should be mailed to National Archives and Records Administration (NARA), Attention: Evelyn Carter - Contractor Support, 8601 Adelphi Road, Room 3340, College Park, MD 20740-6001 or e-mailed to: evelyn.carter@nara.gov. Quotations should be received by 4:00 PM ET on August 17, 2010. Questions regarding this solicitation must be submitted in writing to Ms. Evelyn Carter no later than 4:00 PM ET on August 10, 2010 to be considered. Please allow one extra business day for delivery and receipt for submissions (e.g. questions, quotation, etc.) sent via e-mail, as the e-mail will need to pass through IT security.
