- 1. GENERAL REQUIREMENTS: The work consists of providing all labor, materials and equipment as required to install a Weapons Rack provided by the contractor at the USCG Maritime Security Response Team (MSRT), 1260 Shotgun Road, Chesapeake, VA 23322 2. SCOPE OF WORK: MSRT request racks to be installed in existing structure built by ARMAG Corp. Total external space dimensions are 20' x 40'. MSRT request to purchase weapons racks that are capable of storing a minimum of the following weapons: (350) pistols with lights, (350) rifles with scopes and accessories, (45) shotguns with sights, (20) Machineguns with eternal aiming device, (6) Barrett weapons with scopes, (15) NVG's, (1) Recon Imager, (5) Thermal Imagers, and (110) Monocular, but to also allow for 15% growth. In an adjustable way to maximize the amount of weapons stored in the smallest area possible. The Weapons Rack must be a double sided storage system. The racks must also be capable of storing 250 PVS 14, 15, and 7 Night Vision systems. The racks must have the capability of storing weapons both horizontal and vertical in the same rack, allowing storage of more than two types of weapon at one time. The weapons rack must be mounted to a track system that allows for smooth and easy opening and closing of the system. The racks must be secured in such a way to not tip over with weapons stored in the racks and for one rack to be opened at a time. The racks must be capable of being well balanced and sturdy for the weapons that are stored and still be capable of rolling smoothly on the track system. The Racks must be capable of being expanded with little effort, but to also have a safety mechanism that once opened are capable of staying where stopped keeping them from rolling freely back to the closed position This system must be capable of collapsing at the end of the work day for added security, but expanded during the work day to ease in the issue and return of weapons that are used for training. The weapons racks when collapsed together must be capable of being locked and when open have no obstruction to hinder access, no doors. The racks must be modular to account for weapon configuration changes in the future and must allow MSRT personnel to change the way weapons are mounted. Weapons racks are to be finished with a partition on the ends of the isle to prevent someone from reaching in when racks are collapsed and removing a weapon. Racks must be capable of being locked into place by a key system. These racks must meet COMDTINST 5530.1(series) US Coast Guard Physical Security and Force Protection Manual. The dimensions of the total available rack space to be utilized is L 28' x W 9' x H 107" Racks are to be tan in color. The Mobile Weapons Rack must be fully welded and made of heavy gauge steel construction Stacking of the racks is not unacceptable. WORK BENCHES 2 work benches 60"L x 28"D with maple wood tops. 2 work benches 72"L x 32"D x 32.25"H with one drawer system under the workbench. All racks, benches and work must be covered by no less than 5 year warranty 3. SITE VISIT: All bidders are strongly encouraged to visit the site to field verify any/all quantities before submitting bids. Interested parties shall make arrangements for a site visit with GMC Edwards Kaylor at (757) 421-1624. 4. DESIGNATED CONTRACTING OFFICER'S QA EVALUATOR (QAE) REPRESENTATIVE: The designated contracting officer's QAE representative and Point of Contact for this project is Edwards.W.Kaylor@uscg.mil. Inquiries concerning any phase of the specification before or after award shall be made to 757-421-1624. 5. CONDITIONS AFFECTING THE WORK: The Offeror should visit the site and take such other steps as may be reasonably necessary to ascertain the nature and location of the work, the general and local conditions which can affect the cost of the work thereof. Failure to do so will not relieve bidders from responsibility for estimating properly the difficulty or cost of successfully performing the work. The government will assume no responsibility for any understanding or misrepresentations concerning conditions made by any of its officers or agents prior to the execution of the contract, unless included in the request for quotes, the specification or related documents. 6. AFTER AWARD OF THE CONTRACT: The contractor must immediately notify the contracting officer's QAE representative of his intended start date. The work shall be done in accordance with the specification. 7. ORAL MODIFICATION: No oral statement of any person other than the contracting officer shall in any manner or degree, modify or otherwise affect the terms of this contract. 8. WORKMANSHIP: All work shall be accomplished with the best standard practices, and by workmen thoroughly experienced in the required trades. The work shall be supervised by experienced personnel and shall be satisfactory to the Contracting Officer. 9. PERMITS: The contractor shall without additional expense to the government, obtain all appointments, licenses, and permits required for the prosecution of the work. The contractor shall comply with all applicable federal, state and local laws. 10. CLEAN UP: All trash and debris shall be removed from the site daily. The job site shall be left in a clean and neat manner. 11. WORK OUTSIDE REGULAR HOURS: If the contractor desires to carry on work on Saturday, Sunday, holidays or outside the station's regular hours, he may submit his request in writing to the Contracting Officer's QAE Representative for approval consideration. The contractor shall allow ample time to enable satisfactory arrangements to be made by the government for inspecting the work in progress. 12. UPON COMPLETION OF WORK: Contact the Contracting Officer QAE Representative to arrange for inspection/acceptance of work. 13. IDENTIFICATION OF CONTRACTOR PERSONNEL AND VEHICLES: The contractor shall provide a detailed list of all employees to the QAE Representative five (5) days prior to commencing work. The employee list shall contain the employee's full name, date and place of birth, current address and last four (4) of SSN. The MSRT Security Officer will be given a copy of the employee list and a pass will be issued for entry. Each contractor provided vehicle or towed trailer shall show the contractor's name so that it is clearly visible on the vehicle. A valid state license plate and safety inspection sticker is required. All vehicles operated on government property shall be maintained in a good state of repair. 14. SAFETY REQUIREMENTS: The contractor shall conform to all state and local safety requirements and those of Coast Guard MSRT. The contractor and his employees shall become familiar with and obey all base regulations including fire, traffic, and security regulations. There will be no smoking in Coast Guard Buildings. No underage visitors authorized onsite. Employees and suppliers only, no dependants, minors or anyone else not directly associated with the ongoing work. No pets or animals of any kind allowed on worksite. The exception being service animals for the visually or hearing impaired. Documentation will be required for the animal to remain on site.
