- This amendment is to answer the following clarification questions and the addition of the Service Contract Act clause to the original combined/synopsis/solicitation. The following questions have been submitted in reference to Q1573103008. The project manager has answered all questions to the best of their ability at this time. What are the actual dimensions of the areas to be investigated? You state the approximate dimensions of the avalanche zone, but not the actual areas to be investigated. Sections to be investigated have not been measured. The SOW states: The purpose of the contract is to enlist subject matter experts in planning, directing and documenting field operations. The Contractor will provide a Project Leader responsible for directing and implementing all activities performed to locate and document UXO in priority areas at Sylvan Pass. The SOW also states that the NPS: Will provide documentation of known UXO coordinates and a map identifying areas of priority to be searched. (See attachment A) I intended to provide the coordinates and map (aerial photo) on - site. Since it does not include area measurements, the aerial photo w/sections delineated, would not be useful in estimating areas to be worked. The technique used by the contractor will determine how much area can be covered in a given amount of time. We cannot estimate that. The objective states that hand held instrumentation will be used to detect below surface UXO in priority areas.a. Who will be conducting the detector-aided investigation of these areas? The SOW states that the work includes: Use hand-held instrumentation to detect below surface UXO in priority areas. b. What is the required depth of detection? Unknown - I expect that the contractor will determine this based on their expertise. c. Will these anomalies be intrusively investigated? If so, who is performing the intrusive investigations? No excavation is anticipated. d. Who is disposing the UXO's that are identified? Military will be called in. Last mission, Malstrom AFB responded. Will the personnel provided by the NPS to conduct the systemic searches of priority areas be UXO-qualified technicians? If so what level (i.e. UXO I, II, III) No - NPS "sweep personnel are not UXO qualified technicians Since the contractor is only providing the Project Leader and the Site Safety Officer, and we have no information on how many personnel will be conducting the visual/detector investigations, can we provide a "Daily Rate" quote? If not, what is the basis of the Level of effort for the project? According to USACE guidance, there is a finite number of sweep personnel that can be supervised by each UXO Team Leader. No Daily Rate quotes. What is that number? We will not exceed the established scope of supervision. When do you expect that the contract be awarded? The schedule of events doesn't appear to be achievable unless the contract is awarded at the beginning of the 2nd week of August.We are unable to determine the date of contract award. The completion date of September 30, 2010 may be extended if needed. My company is interested in submitting a bid for the above referenced work in Yellowstone National Park. I have a question about minimum qualifications in the last sentence of section 5. Normally we would provide a crew of Tech I UXO workers supervised and working with Tech III personnel. This procedure is allowed by DDESB follows TP 18 and is the normal procedure for UXO work around the world. Does the solicitation actually require, as it appears, that all the personnel providing services to be Tech III level or above? The Contract identifies the need for a Project Leader and Site Safety Officer and the minimum qualification level for these positions will be UXO level III. (These are the only positions specifically described in the contract)If the contractor provides a crew of Tech I UXO workers in order to complete the work described in the SOW that would acceptable. How many priority areas will require a visual search for UXO? Sections to be investigated have not been measured. The SOW states: The purpose of the contract is to enlist subject matter experts in planning, directing and documenting field operations. The Contractor will provide a Project Leader responsible for directing and implementing all activities performed to locate and document UXO in priority areas at Sylvan Pass. The SOW also states that the NPS: Will provide documentation of known UXO coordinates and a map identifying areas of priority to be searched. (See attachment A) I intended to provide the coordinates and map (aerial photo) on - site. What is the duration expected available for the visual surveys?No answer provided Regarding section 4.0: How many priority areas are there and what is the estimated size (in acreage or some other form of measurement) of each priority area? Regarding section 5.0: The RFQ states that UXO Tech III or above is required to work on this site-historically, a UXO Tech III serves as a team supervisor with UXO Tech II and UXO Tech I personnel working directly under the supervision of the UXO Tech III. Is this appropriate? The Contract identifies the need for a Project Leader and Site Safety Officer and the minimum qualification level for these positions will be UXO level III. (These are the only positions specifically described in the contract) If the contractor provides a crew of Tech I UXO workers in order to complete the work described in the SOW that would acceptable. The contract does not specify a minimum qualification for sweep personnel.
