Description
(i) This is a Request for Proposal (RFP) for subscription to a web-based Legislative Operations Tracking System prepared in accordance with the format in Subpart 12.603, as supplemented with additional information include in this notice. (ii) This solicitation, FA2517-10-T-6061, is being issued as a Request for Proposal (RFP). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-44. (iv) This acquisition is procured as full and open competition. The NAICS Code is 541511, Custom Computer Programming Services, and the size standard is $25M. A single award will made as a result of evaluation of quotes. (v) The following commercial item is requested in this solicitation: Subscription to Web-based Legislative Operations Tracking System for nine (9) users. Period of performance is one (1) base year and four (4) one year option periods. (vi) Requirements for Legislative Operations Tracker Mandatory Requirements: - Customizable commercial-off-the-shelf 12-month subscription for nine users to a web-based information management system to plan, coordinate, track, and manage the Commands' legislative activities o Web-based: Distributed legislative operations require access to data from any location using NIPR and non-USG systems, i.e. hotel business centers or personally-owned computers at home o User accounts/licenses: To account for current/future manning and turnover, N-NC/LA requires 9 user accounts/licenses o Searchable database: Storage of data on congressional visits, hearings, engagements, due outs, and requests for information is required for continuity of operations and archiving legislative history with a robust and customizable search engine capable of retrieving all data based on date of activity, location of activity, type of activity, Member or staffer involved, Committee or Caucus involved, participating N-NC principals, participating N-NC/LA officers, and other participating State and Federal principals o The ability to set suspense dates and generate reminder e-mails to the user and the user's supervisor for activities requiring follow-up - Compatibility: N-NC/LA uses Microsoft operating systems, Microsoft Office Suite to include Outlook, Excel, Word, and PowerPoint, and Adobe Reader; therefore proposed system's reports and data export functions must be compatible with these systems - Reports: the ability to generate activity reports covering a specified period of time based upon various fields, including party affiliation, House or Senate, State, Committee, Caucus, participating N-NC principals - Mass-mailing: N-NC/LA requires the ability to quickly create mass email, labels, and envelopes for correspondence with Members of Congress and their staffs o Any emails sent using the system automatically catalogs the contact into the database associated with that Member, staffer, committee, and/or issue - Calendar: The system must be able to display and search activities by calendar date - Current and Correct Contact Information: Access to up-to-date contact Information for Members of Congress, Congressional Staff, Committee Staff, Executive Branch employees and appointees, and State government employees and elected officials - Capability to import current and archival data (calendar files, Adobe Acrobat files, and Microsoft Office files) from current tracking system into new system - Responsive technical support (available during normal business hours) and online, computer-based training, or classroom training for the purpose of orienting new users on how to operate the system and perform routine functions such as entering and retrieving data and producing reports. - Any data entered into the database by N-NC/LA is proprietary and becomes property of the USG; the contractor must deliver the data to N-NC/LA upon termination or completion of the contract. Highly Desired for Legislative Operations Tracker - Mobile Applications: o Ability to access staff contact information from web-enabled mobile device via a Blackberry-friendly application o Ability to input data into the system using web-enabled mobile device via a Blackberry-friendly application (vii) Products/Services will be delivered FOB destination to Peterson AFB, CO. (viii) The following provisions and clauses apply to this acquisition: The provision at FAR 52.212-1 (Jun 2008), Instructions to Offerors--Commercial Items. All companies must be registered in Wide Area Workflow (WAWF) at https://wawf.eb.mil at time of quote submittal. In accordance with FAR 52.204-7 (Apr 2008), Central Contractor Registration, all companies must be registered in the Central Contractor Registration Database at www.ccr.gov in order to be considered for award. N/NC/LA requires access to the offeror's proposed program for five days for technical evaluation. (ix) The provision at FAR 52.212-2(a), Evaluation--Commercial Items, (Jan 1999), applies to this acquisition. Evaluation will be based on lowest price technically acceptable. To be considered technically acceptable, the offeror's proposed system must meet the mandatory requirements in paragraph (vi). (x) The provision at FAR 52.212-3, Offeror Representations and Certification--Commercial Items (Aug 2009), applies to this acquisition.
