- Please see the attached Statement of Work. Washington Headquarters Service intends to solicit on a sole source basis under the statutory authority permitting Other than Full and Open Competition 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements to Joseph Madison, 3107 Little Crk Ln., Alexandria, Va 22309, to plan, prepare, and conduct oral history interviews with serior Department of Defense and other national security officials. The oral histories document official activities in defense programs and operations and capture decisions and responses to crises and special events, such as the 2010 earthquake in Haiti and the 2009 presidential transition. This notice of intent is not a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely with in the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. Interested parties may identify their capabilities by responding to this requirement, no later than 1:00 pm EST, 11 August 2010. All information submitted should support the offerors capability to provide the items required, and shall be furnished at no cost or obligation to the Government. Responses must be submitted via e-mail and must provide clear and concise documentation indicating an offerors bona fide capability to provide these items. Verbal responses are not acceptable and will not be considered. All responses and all questions concerning this requirement should be e-mailed to lydia.richards@whs.mil.
