- 1. The U.S. Army Corps of Engineers, Savannah District is seeking manufacturers and/or distributors of ductless, split system A/C units to be installed in communications rooms of various buildings. Units must meet the requirements of the Buy American Act and/or the Trade Agreements Act. The technical requirements for these systems are described in paragraph 2 below. To be compliant with the Buy American Act and/or the Trade Agreements Act, the units must meet the requirements of these Acts as defined in paragraph 3 below. 2. TECHNICAL REQUIRMENTS: REQUIREMENTS FOR THE DUCTLESS SPLIT SYSTEM General Requirements •1. Outdoor air shall be provided by a separate HVAC system and the unit shall not be required to handle un-treated outdoor air •2. The unit shall be utilized to provide cooling year-around for communications/server rooms(area of approximately 60 square feet) •3. Unit shall be wall mounted or ceiling mounted inside the space. No floor mounted units shall be allowed •4. Units shall meet the Buy American Act/Free Trade Agreement Act or both Ductless Split System Units These units shall be capable of providing the following: •1. A total cooling capacity ranging from 6,000 BTU/hr to 18,000 BTU/hr •2. A space temperature between 68 and 74 degrees F •3. A space relative humidity of 50% 3. BUY AMERICAN ACT/TRADE AGREEMENTS ACT: The Buy American Act (BAA) and Trade Agreements Act (TAA) provide a preference for domestic construction materials mined, produced or manufactured in the United States as defined in the Federal Acquisition Regulation Clause, "Buy American Act - Construction Materials" (52.225-9). For construction contracts exceeding $7,804,000, the Buy American Act restrictions are waived for designated country construction materials as defined in the Federal Acquisition Regulation Clause, "Buy American Act - Construction Materials Under Trade Agreements" (52.225-11) 4. Manufacturers and/or suppliers responding to this announcement are requested to provide the following: a. Manufacturer's name, address, phone number and point of contact. b. Name of the country where the A/C units are manufactured. c. Unit cost for the A/C units. d. Catalog cut of the A/C unit with technical specifications demonstrating that the unit meets the technical requirements outlined in paragraph 2 above. e. Was this system available in 2008? If not when did it become available? f. manufacturers/suppliers will provide a certification that the product is an end product, as defined by the Buy America Act, manufactured in the United States or provide a justification asserting any exclusion or exception possessed by the item to the requirements of the Buy America Act. 5.
