Description
The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA),, Simplified Acquisitions intends to negotiate on a sole source basis with Sal IT Solutions, Inc. using procedures in FAR Parts 6 and 13. The NWS, Services Branch has a requirement to research the current literature and query the ALERT (Automated Local Evaluation in Real Time) community (vendors and operators) to determine the implications, if any, for operating the ALERT and the ALERT2 protocols on a 6.25 kHz transmitter and report back to the NWS and the ALERT community. The Federal Communications Commission (FCC) is proposing to go to a very narrowband (VNB) operation of 6.25 kHz. The implication for the current operations of ALERT systems is unclear. In addition, the ALERT community is moving to adopt a new protocol, ALERT2. The implication for ALERT2 operating on a 6.25 kHz is unclear as well. OCWWS/HSD desires to quantify the implications, if any, for the ALERT and ALERT2 protocols operating on VNB radio equipment. The services required will be querying the ALERT community and researching the literature on ALERT and ALERT2 protocols and VNB radio equipment. Further services that may be required will be establishing test site(s) to operate VNB equipment in a field setting to quantify the performance of the ALERT and ALERT2 protocols in such a setting. The ALERT protocol is used extensively in the flash flood community to transmit precipitation and stage data in real time. This real-time data is used by the NWS in its flash flood and flood forecasting to determine if watches are warning should be issued for the protection of lives and property. Impacts to the transmission of the data due to changes in the equipment mandated by the FCC (VNB operations) could have detrimental effects on the ability of the NWS to carry out its mission of saving lives and protecting property through the issuance of timely watches and warnings. Salo IT Solutions, Inc. is uniquely qualified for this task due to its previous work on the ALERT2 protocol development performed under a SBIR Phase I contract. Salo IT Solutions, Inc. has extensive and recent experience in researching the appropriate literature and dealing with the ALERT community on issues connected to the ALERT and ALERT2 protocols due to this SBIR contract. Work on this SBIR contract involved tasks dealing with radio spectrum and radio equipment issues as well. The statutory authority for other than full and open competition is 41 USC 253(c)(1) as implemented by FAR 6.302-1, Only one responsible source. The North American Industry Classification Code (NAICS) for this acquisition is 541511, $23.0 million small business size. This is not a solicitation for competitive quotes. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. The capability statement and any other information furnished must be in writing, and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the foregoing requirements. Responses must also be accompanied by descriptive literature, warranties, and/or other information that demonstrates that the quote meets all of the foregoing requirements. Award will be made using FAR 13, Simplified acquisition procedures, current through FAC 2005-44. The determination to compete or not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
