- The Center for Disease Control and Prevention (CDC), the National Center for Injury Prevention and Control (NCIPC), Office of the Director (OD), intends to award a sole source contract to Safe States Alliance, 2200 Century Parkway Suite 700, Atlanta GA 30345. The statutory authority for this sole source acquisition is 10 U.S.C 2304(c)(1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 813920, Professional Organizations. The period of performance for this procurement is a 12 month period of time. The purpose of this acquisition is to have the Safe States Alliance to support the continued development of coordinated injury prevention (intentional and unintentional) and response policy development and implementation related to all areas, including but not limited to: • Improve coordination of communication and messaging among partners, • Promote awareness of the latest information on the burden of unintentional and violence-related injury, • Raise awareness and adoption of programs that work to reduce injuries and their associated consequences, • Raise awareness of NCIPC and the Safe States Alliance, formerly known as the State and Territorial Injury Prevention Directors Association (STIPDA), as leaders in the field of injury and violence prevention and response, • Identify next steps needed to move the field of injury prevention forward in these areas. Safe States Alliance is a national non-profit 501(c)(3) organization made up of professionals committed to strengthening the ability of state, territorial and local health departments to reduce death and disability associated with injury and violence. Safe States Alliance has a unique role nationally through its membership in developing injury prevention policy and implementing effective prevention strategies. Safe Sates Alliance has the direct professional and content expertise desired for interacting and conducting these activities. Safe Sates Alliance also has been trained and has experience using the injury framing approach and has applied it in their communications. Safe States Alliance also has previous experience developing priority fact sheets for NCIPC. For the following reasons Safe States Alliance is the only contractor that can perform all of the Government's requirements: Safe States Alliance is the only national non-profit organization comprised of public health injury professionals representing all U.S. states and territories. Because of existing and highly specialized relationships with the state department of health staff combined with the subject matter expertise, Safe Sets Alliance is the only organization that can provide these deliverables within he specified time frame and cost restraints. As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to the Safe States Alliance. However, all responsible sources that believe they can meet these requirements may submit their capabilities/qualifications statement to provide the services to Sondra Page via email ONLY at SJPage1@cdc.gov with the solicitation number 2010-Q-12581 referenced in the subject line NO LATER THAN August 18th, 2010. A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
