- The Center for Disease Control and Prevention (CDC), the National Center for Injury Prevention and Control (NCIPC), Division of Injury Response (DIR), intends to award a sole source contract to American College of Surgeons, Inc, 633 N Saint Clair, Suite 2600, Chicago, IL 60611. The statutory authority for this sole source acquisition is 10 U.S.C 2304(c)(1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 813920, Professional Organizations. The period of performance for this procurement is a 12 month period of time. The purpose of this acquisition is to have American College Of Surgeons to develop a probabilistic link between NTDB and NEMSIS in order to enhance the quality, level and ease of accessing the national trauma data that are currently available to CDC for injury prevention research. Probabilistic linkage has been used extensively in a range of medical research involving motor vehicle crashes, maternal and child health, hospital admission rates, cancer epidemiology, evaluation of trauma systems and public vital statistics. This technique is particularly useful when unique private identifiers (for example, name, date of birth, social security number) are not available. The primary focus of this project is to determine the precision and stability that are possible when probabilistic linkage techniques are applied to two national datasets with limited unique case. The American College of Surgeons, Inc staff has extensive experience and expertise in handling, collecting and managing national trauma center data from hospital systems and state health departments. The American College of Surgeons has specific software that communicates with individual Trauma Centers which would not require the duplication of the infrastructure needed by any other organizations capabilities. The American College of Surgeons is the only organization with this specific infrastructure in place. For the following reasons The ACS-COT is the only contractor that can perform all of the Government's requirements: Trauma registry data are collected by individual Trauma Centers (certified hospitals with enhanced qualifications to treat severe injuries). No Federal entity currently collects such data. Only the ACS-COT consolidates individual trauma center data with the United States. This is the only organization with the network and infrastructure to do so. Thus, the ACS-COT is in a unique p9ositin to ink the NTDB and NEMSIS databases. The CDC Injury Center wants to link these two data sources and make the data publicly available. Members of the ACS-COT consist of nationally recognized experts on trauma. The ACS-COT is recognized by emergency medical organization, governmental agencies, trauma registry vendors, and other interested parties as a repository of accurate and complete trauma registry data. While other national probability samples of hospital inpatient and outpatient settings exist, the ACS-COT has the ability to provide detailed clinical indicators and other trauma care information that are not available in other data systems. The ACS-COT is the only organization in the Unites States that collects aggregate trauma registry data from hospitals and health departments. This aggregate data is managed by ACS-COT. As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to the American College of Surgeons, Inc. However, all responsible sources that believe they can meet these requirements may submit their capabilities/qualifications to provide the services to Sondra Page via email ONLY at SJPage1@cdc.gov with the solicitation number 2010-Q-12580 referenced in the subject line NO LATER THAN August 18th, 2010. A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
