Description
The Rapid Reaction Technology Office, Open Business Cell, seeks innovative companies, institutions, and individuals to develop two non-lethal weapons systems prototypes: one for stopping a medium-sized vehicle approaching a fixed checkpoint, the second for stopping a medium-sized vehicle approaching a moving convoy. In each case, the approaching vehicles must be arrested without gross physical damage to the vehicles and without major injury to the driver or occupants. This public solicitation of ideas is fully competitive and remains open until (1600 EDT 30 Sep 2010). For promising ideas submitted through the DefenseSolutions.gov web site, complete proposals will be requested individually specifying the due date. The Rapid Reaction Technology Office anticipates that multiple awards will be made, but the government reserves the right to award some, none, or all awards for proposals submitted and evaluated.Complete need descriptions, specific prototype capabilities desired, definitions, and expected technical performance for resolving these two needs are available at the DefenseSolutions.gov website, http://www.defensesolutions.gov. The Department of Defense Rapid Reaction Technology Office offers streamlined ways to fund public and commercial ideas that meet its needs. Ideas submitted by the public that have substantial potential to resolve these two needs will be funded quickly using flexible agreements.Defensesolutions.gov. permits the public to submit their initial ideas for solutions to these two needs using a simple electronic form at the site. The form asks for minimum identifying data, a short description of the solution idea, the technical basis for it, and how the idea will be matured into a prototype and tested. All entries are free form. Government organizations, laboratories, institutions, and personnel are ineligible.The best ideas submitted which meet the evaluation criteria and are competitively selected will receive funds to develop the idea to the prototype stage for testing. All developments must advance to the prototype stage in less than 24 months from date of funds award. In this solicitation, DoD emphasizes the use of Other Transactions Agreements (10 USC 2371; section 845, P.L. 103-160 as amended) to fund development of ideas in preference to standard contracts. However, the premium is on speed of prototype development and other contracts types may be used if they offer faster implementation or other benefits. Flexible funding agreements will be individually negotiated.Organizations or individuals submitting ideas via the website need not be familiar with traditional government acquisition procedures or contracting requirements.
