Description
Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 6120 Executive Boulevard, EPS Suite 600, Room 6068, Rockville, MD 20852, UNITED STATES. Description The National Cancer Institute (NCI), Division of Cancer Epidemiology & Genetics (DCEG), Occupational and Environmental Epidemiology Branch plans to procure on a sole source basis the services of Seoul National University, Department of Preventive Medicine to provide DNA samples and phenotype data preparation and shipment for a genome-wide association study of lung cancer among Korean Asian females. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System code is 541990 and the business size standard is $7.0 Million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Period of Performance: Performance shall be for 3 months from date of award. The Division of Cancer Epidemiology and Genetics (DCEG) is an intramural research program of the National Cancer Institute (NCI), National Institutes of Health (NIH) that conducts population and multidisciplinary research to discover the genetic and environmental determinants of cancer and new approaches to cancer prevention. The Occupational and Environmental Epidemiology Branch purpose is to identify workplace and environmental exposures associated with cancer risk. Recent findings from lung cancer genome-wide association studies (GWAS), which have been performed primarily among smoking Caucasian males, found variants in loci 15q25, 5p15, and 6p21 to be associated with lung cancer susceptibility. A GWAS of lung cancer among never smoking females in Asia strongly complements these previous and ongoing efforts. The contractor shall perform the following tasks for lung cancer cases and controls: Provide 788 samples of DNA for replication genotyping and quality control purposes for unscanned and control cases; prepare and ship data on 1715 previously scanned subjects in IDAT files; Prepare Korean and English versions of the questionnaire used in the study of lung cancer cases and controls when enrolled; Prepare spreadsheet file containing basic phenotype and covariate data on unscanned and scanned samples (case and controls); and send all information to the NCI after the first publication of the Korean GWAS study. Seoul National University is a premier research and teaching center in South Korea. Dr. Yun-Chul Hong of Seoul National University is the only investigator in Korea that has published a molecular epidemiology study of lung cancer in Korea. This study has provided the first and only GWAS for lung cancer among never smoking females in Korea. The pooling of their findings, as well as results from further genotyping, with findings from other study centers in this GWAS effort will help elucidate lung cancer susceptibility attributed to genetic variation and environmental risk factors. Seoul National University Department of Preventive Medicine and the laboratory of Dr. Hong is knowledgeable about all aspects required for the completion of this contract and Seoul National University has the unique study population that is necessary to carry out the terms of this procurement. Seoul National University is the only source that has conducted a GWAS of lung cancer among nonsmoking women in South Korea and is the only contractor able to provide the service described in this procurement. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on August 20, 2010. No electronic capability statements will be accepted (i.e. email or fax), an original and one copy must be sent to the NCI contracting office to the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
