Redacted J & A RECOVERY - The Government intends that any resulting procurement action will be funded in part under the authority of, and in accordance with the requirements of, the American Recovery and Reinvestment Act of 2009 (ARRA). NOTICE: This publication serves as notice of intent to procure supplies for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), on a sole source basis with Fluidigm Corporation, South San Francisco, CA. in accordance with the authority of 40 U.S.C.1401 and Section 4202 of the Clinger-Cohen Act of 1996, as implemented by paragraph 13.501 of the Federal Acquisition Regulation (FAR), full and open competition is not required when only one responsible source is available and no other supplies or services will satisfy the agency requirements. The Government intends to award a contract with Fluidigm Corporation for Biomark 96.96 Dynamic Genotyping Arrays. The arrays are pieces of plastic with embedded metallic nano-fluidic circuitry in which the DNA and assays are mixed together through a series of microscopic channels and valves. The ultimate goal of the product acquisition is to support a project to complete a genotype map of parentage of hatchery raised chinook salmon in the California area. The resulting contract will require the successful offeror to supply the following 1. NMFS require 170 (each) SNP arrays for genotyping at least 16,000 salmon and trout using single nucleotide polymorphism genetic markers. Each fish must be genotyped with at least 96 markers and must use existing 5' nuclease SNP genotyping assays. The SNP arrays must be compatible with the existing Fluidigm EP1 genotyping equipment in use in the lab. The only product that is compatible for use with the Fluidigm EP1 genotyping equipment is Fluidigm Corporation's BioMark 96.96 Dynamic Array-Genotyping (#BMK-M-96.96GT). Due to patents and proprietary restrictions maintained by Fluidigm Corporation for this supply and the requirement of supplying compatible supplies for the existing equipment used by the laboratory, the only source of supply is Fluidigm Corporation's BioMark 96.96 Dynamic Array-Genotyping (#BMK-M-96.96GT). The proposed contract action is for supplies for which the Government intends to solicit with only one source under authority of FAR 13.501 Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, any firm that believes it can meet this requirement may provide written notification to the Contract Specialist requesting a copy of the solicitation and all proposals received within seven days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement The NAICS code for this requirement is 325414 and the small-business size standard is 500 employees.
