- Client Reference Form Solicitation The U.S. Department of Education, Office of Federal Student Aid, is conducting Phase I of a two-phase solicitation to establish an Indefinite Delivery Indefinite Quantity contract to acquire Enterprise Communications Strategy Services (ECSS) under FAR Part 12. The authority to utilize the two-phase solicitation process has been provided under the Performance Based Organization (PBO) Procurement Flexibility Statute (20 U.S.C.1018a (d). This is an unrestricted competition. The NAICS is 541810. In 2004, Federal Student Aid (FSA) undertook an effort to develop and launch an enterprise branding and communications strategy to actively promote federal financial aid through a structured outreach campaign. Federal Student Aid expects the role of the Enterprise Communications Strategy effort to grow significantly from prior efforts. The Enterprise Communications Strategy will require an aggressive outreach approach that combines (1) extensive, national outreach to the mass audience and (2) intensive, targeted outreach to clearly defined and segmented key audiences with customized approaches and tactics that resonate with how they receive information and that will change behavior/attitudes and motivate them to take action. This strategy is a critical initiative for FSA especially as a result of FSA's increased visibility and role as the sole provider of federal student aid and the requirements to support the Administration's and FSA's goals particularly to have the highest proportion of college graduates in the world by 2020 and to position Federal Student Aid as the most trusted and reliable source of federal financial aid.
