This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation number is W912CM-10-T-0292, and is issued as a Request for Quotation (RFQ). The RFQ incorporates provisions and clauses as those in effect through Federal Acquisition Circular Number 2005-44 and Defense Acquisition Circular Number 91-11, 20081124 Edition. This RFQ is being conducted as a commercial item procurement using Simplified Acquisition Procedures (FAR Part 13). Contract financing will NOT be provided for this acquisition. The Government reserves the right to not make an award at all. Quotations are being solicited and a Firm Fixed Price (FFP) type Purchase Order is anticipated. Furniture is to be delivered and installed IAW the Statement of Work incorporated into this document. See attached Statement of Work for detailed description of item(S). Lot consists of Sub-Clins. The following factors shall be used to evaluate offers: 1. Price (weighted value of 50%) 2. Technical Capabilities (weighted value of 30%) 3. Delivery (weighted value of 20%) (b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Also, the full text of a clause may be accessed electronically at this/these address(es): http://farsite.hill.af.mil/vffar1.htm CCE 225-4000 AUTHORIZATION TO PERFORM SERVICES IN GERMANY (March 2005) Contractors performing services in the Federal Republic of Germany (FRG) shall comply with German law. The Contractor shall determine whether performance requires registration with German authorities or authorization to do business in Germany and, if so, shall comply with all requirements. Whether or not registration or authorization to do business is required, the Contractor also shall determine what documents or authorization its employees and any subcontractor employees must possess to work in Germany. The Contractor shall ensure affirmatively that its employees and subcontractor employees possess such documents or authorizations. Contractor employees who: (a) are not nationals of Germany or other European Union countries, and (b) are not members of the force, the civilian component or their dependents, and (c) do not have assimilated status under Articles 71, 72, or 73 of the Supplementary Agreement to the NATO SOFA shall possess work and residence permits. By acceptance of and performance under this contract and any task orders or delivery orders issued hereunder, the Contractor affirms that it has complied with the requirements above. Compliance with this clause and German law is a material contract requirement. (End of local clause) CCE 225-4001 INSTALLATION CLEARANCE RERQUIREMENTS (March 2005) (a) Access to U.S. installations and controlled areas is limited to personnel who meet security criteria and are authorized by Host Nation law to work in that country. Failure to submit required information/data and obtain required documentation or clearances in accordance with AE Regulation 190-16, Installation Access Control, will be grounds for denying access to U.S. installations and controlled areas. The Contractor is responsible to ensure that any Subcontractor used in performance of this contract complies with these requirements and that all employees, of both the Contractor and any Subcontractor utilized by the contractor, are made aware of and comply with these requirements. (b) The Contractor is responsible for being aware of and complying with the requirements associated with Installation Access Control. The Government is not liable for any costs associated with performance delays due solely to a firms failure to comply with Installation Access Control (IAC) processing requirements. The Government intends to award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and represents the best value based upon the values set in the evaluation criteria to the Government. STATEMENT OF WORK The Contractor shall provide all personnel, equipment, materials, transportation, infrastructure and supervision to provide the fabrication, delivery and installation of pews and other miscellaneous church furniture. Workmanship and material shall be in accordance with the contract. Location of jobsite is located in the Chapel of Building 3150 on Daenner Kaserne; section east of Kaiserslautern. All descriptions and measurements are provided as an estimate. Exact measurements will have to be taken on the jobsite after contract award. Work is to be completed within 80 days of award acceptance. Contractor is responsible for the cleaning of the worksite once installation and delivery is completed. Description of the Main Church bench: A quantity of 44 benches (38 for main Chapel and 6 for side Chapel) with approx measurements of 4.80 m long and a bench distance of 1.02 m. As a minimum, the following items shall be furnished with the bench: Pews will have a compact seat back; made of solid wood Oak Outside Side Plates must be made of solid Oak with an approx 50 mm thickness; rounded top end with decorative milling, fastened to the floor with invisible and reversible fasteners Arm Board is to be mounted at the upper edge of the Side Plate Seat Backs frame construction is to be a solid infill, compliant on both sides with an approx thickness of 30 mm; infill thickness of 20 mm Seats are to consist of 38 mm core-board with solid wood banding at the leading edge. Padding will be inserted in protrusions, adjoining like vertical rails of the seat back. The Padding is to consist of 12 mm mounting plate with foam and padding material Kneelers are to be capable of folding upwards between uprights. Kneelers are to have a counterbalance capable of adjustment and are to be padded with a fabric cover or synthetic leather Book rack to be installed from upright to upright Holders for small sacramental wine goblets Pews to be stained in an antique wood stain; as approved by requestor Description of additional pews: A quantity of 2 frontal church benches and 2 rear benches. Both benches are to be in the same decorative style and additional features as the main church bench; except, the front benches are to have compact balustrade as a frame construction infill with kneelers and book racks. Rear benches are too equipped with balustrade with infills. Additional items to be provided: All items are to be made of Oak and stained the same color as the benches; unless otherwise directed.
