- Synopsis: This announcement is for the purpose of soliciting names of prime construction contractors interested in submitting a proposal to provide Design-Bid-Build construction services for Contingency Standard Barracks located at Bagram Airfield, Afghanistan. Description: This project is for the construction of Contingency Standard Design Barracks. Facilities include 4 barracks, to provide housing for 640 soldiers. Supporting facilities include electrical distribution, transformers, water storage tanks, water and sewage distribution systems, mechanical systems, roads, drainage, site improvements and parking. Comprehensive building and interior design services are required. Air-Conditioning (Estimated 1,073kWr). The magnitude of this construction project is between $10,000,000 and $25,000,000 USD. The period of performance for this project is 540 calendar days from issuance of notice to proceed (NTP). Request for Proposal (RFP) PLANS and SPECIFICATIONS: This is an electronic issued solicitation. The Government will post the RFP to a file transfer protocol (FTP) site which will be password protected. Proposals will be received in hard/paper copies only. Electronic and faxed proposals will not be accepted. This solicitation will not be provided to subcontractors, suppliers, contract brokers, or vendors. Contracting Procedures: This solicitation will be a Request for Proposal (RFP). Source selection will be made using Lowest Price Technically Acceptable (LPTA) criteria. Both non-pricing (technical) and price proposals are required. The evaluation factors will be provided in the RFP. The Government may include options in the solicitation. The contract will be awarded on a firm-fixed price basis. Acquisition Time Line: Tentative date of issuance of Request for Proposal (RFP) number W912ER-10-R-0087 is (on or about) August 23, 2010. Tentative Date for receipt of proposals is (on or about) September 23, 2010. A site visit is planned and details will follow in the RFP. The anticipate Award date is (on or about) 12 November 2010. All responsible sources shall be considered by this agency. This acquisition is not a Small Business Set Aside.
