- Diver Hull Imaging and Navigation System (DHINS) Industry Day All interested contractors are invited to attend an Industry Day with U.S. Navy Fleet and acquisition personnel involved in the production of a diver held/operated underwater system for ship hull search applications. This event will be held on 19 August 2010 at the Navy Memorial, 701 Pennsylvania Ave, NW, Washington, DC 20004. The objective is to provide an opportunity for early industry involvement in the Government's initial "build-to-print" Full Rate Production contract. The DHINS is a system specifically focused on searching and localizing potential threat objects on or near ship hulls for use by US Navy Explosive Ordnance Disposal (EOD) technicians. DHINS consists of seven key hardware components: 1) Diver-Held Unit (DHU) - An underwater imaging and navigation system which provides the DHU Operator with real-time situational awareness and high-resolution sonar images for detecting and classifying mine-like targets; 2) Operator Control Unit (OCU) - A ruggedized laptop computer used by a surface operator to plan the mission, monitor the DHU Operator's progress during the mission, aid the DHU Operator with searching and navigation, and provide post-mission reporting; 3) Umbilical Tether - A 250' cable that simultaneously functions as a diver safety line, voice-communications line, and data transfer line between the OCU and DHU; 4) Diver Push Cart (DPC) - A four-wheeled cart, pushed by the DHU Operator, which adheres magnetically to the ship's hull and maintains proper orientation of the DHU; 5) MK-7 BuddyLine - A commercial system which provides two-way voice communications between the OCU Operator and the DHU Operator; 6! ) Navigation Beacons - Acoustic beacons which mark the long-baseline system used for navigation by the DHU; and 7) Diver Visual Information System (DVIS) - A M48 Full Face Mask mounted underwater Heads-Up Display. In addition to the hardware components, DHINS also consists of two major software components: 1) Diver Sonar Software - An application running simultaneously on both the OCU and DHU to process and display the sonar imagery and navigation data; and 2) Topside Mission Software - An application for mission planning, monitoring and reporting which runs on the OCU and interfaces to the Diver Sonar Software on the OCU.Input received from this Industry Day will facilitate refinement of the pending solicitation contents. Industry input is desired to allow for an effective contracting effort with well-defined requirements in the Request for Proposal (RFP). Attendance at the Industry Day is not a prerequisite for ultimately submitting any future proposals. However, it will provide a valuable opportunity for questions & answers and industry input into the read-ahead documentation. Any read ahead documentation will be posted for viewing on or about 6 August 2010. Any advance questions and/or comments pertaining to the Industry Day or the read-ahead documentation may be faxed or e-mailed to the Technical POC so that they can be addressed at Industry Day. The purpose of this Industry Day is not to obtain proposals and is solely to offer early industry involvement in a contemplated U.S. Navy procurement. The Government does not intend to pay for the information obtained during the workshop or for the time and expense of the industry participants involved, nor is the Government obligated to any future procurement action.
