- RECOVERY - THIS IS NOT A REQUEST FOR QUOTATIONS; A FULLY DEVELOPED TECHNICAL AND PRICE QUOTATION IS NEITHER NECESSARY NOR DESIRED. INFORMATION RECEIVED WILL BE USED FOR MARKET RESEARCH PURPOSES ONLY. THIS CONTEMPLATED PROCUREMENT IS ANTICIPATED TO UTILIZE THE AMERICAN RECOVERY AND REINVESTMENT ACT (ARRA) OF 2009 FUNDING IF IT IS DETERMINED THAT RESPONSIBLE SOURCES CAN SATISFY THE REQUIREMENT. All responsible sources are encouraged to respond to this notice; however, sources that do not respond shall not be precluded from responding to any subsequent solicitation. The National Institute of Standards & Technology (NIST) seeks information on commercial vendors that are capable of an objective review of how American Recovery Act and Reinvestment funds were implemented by The Economic Development Administration. After the results of this market research are obtained and analyzed, NIST may conduct a competitive procurement and subsequently award a Purchase Order. If at least two qualified small businesses are identified during this market research stage, then any competitive procurement that resulted would be conducted as a small business set-aside. This contemplated procurement is anticipated to utilize American Reinvestment Recovery Act of 2009 Funds if it is determined that responsible sources can satisfy the requirement. THIS IS NOT A REQUEST FOR QUOTATION, INFORMATION RECEIVED WILL BE USED FOR MARKET REASRCH PURPOSES ONLY. NIST has a need for an evaluation of how EDA funds were implemented to include: 1. Review of procedures and data on how funds were implemented. 2. Evaluate and compare implementation to other Federal Agencies. 3. Conduct lessons learned interviews and surveys of EDA staff. 4. Produce findings and recommendations for improvement in final report. NIST is seeking responses from all responsible sources, including large, foreign, and small businesses. Small businesses are defined under the associated NAICS code for this effort, 541618, as those domestic sources having 500 employees or less. Please include your company's size classification in any response this notice. Companies that provide evaluation of The American Recovery Act and Reinvestment program implementation services are requested to email a detailed report describing their abilities to wanza.jonjo@nist.gov with a cc to marilou.overla@nist.gov
