- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a COMBINED SYNOPSIS/SOLICITATION for COMMERCIAL ITEMS. A separate written solicitation will not be issued. The proposed acquisition is to be a Firm-Fixed-Price contract. The U.S. Army Communications Electronics Command (CECOM) Contracting Center-Washington, on behalf of Project Management-Command and Control Systems (PM-CCS), Countermine Division, plans to negotiate a sole-source contract with FASCAN International, Inc. for (1) spare and repair parts to support the currently fielded Interrogation Arm systems for the RG-31 and Husky Mine Protected Vehicles (MPVs) and (2) Interrogation Arm systems inclusive of initial spare and repair parts with associated Bill of Materials documentation. The Contractor will provide spare and repair parts including assemblies, sub-assemblies and components for the Interrogation Arm System. The Interrogation Arm system is a modified Commercial off the Shelf (COTS) device that allows for standoff detection and interrogation of suspected Improvised Explosive Devices (IEDs) during route clearance missions using a crane modified with a camera, work lights and an end effecter tool. The Interrogation Arm eliminates the need for Warfighters to dismount from MPVs and approach a target to perform detection and interrogation tasks, thereby decreasing the risk of serious injury or loss of life if an IED detonates during dismounted target interrogation. It also enables remote viewing into culverts, over walls and around other obstacles. It has been determined that FASCAN International, Inc is the only one responsible source and no other supplies will satisfy the agencys requirements. The statutory authority for other than full and open competition is 10 USC 2304(c)(1) and FAR 6.302-1; Only One Responsible Source and no Other Supplies or Services will Satisfy Agency Requirements. However, all responsible sources that can provide supporting data to demonstrate they can successfully provide the required non-developmental Interrogation Arm System spare and repair parts may submit a parts list with a corresponding quote that will be considered by the agency. The resultant contract will be a three-year Firm-Fixed-Price, Indefinite Delivery/Indefinite Quantity (ID/IQ) contract. Responses are to be received via E-mail within 30 calendar days of the date of this notice. All requests for further information must be in writing via E-mail.
