- Statement of Work Fulbright Distance Learning Course Subject Matter Expert C. 1. Background and Specifications The Foreign Service Institute is seeking subject matter experts (SMEs) to develop the instructional content for two distance learning courses on the William J. Fulbright exchange program. These courses, third and fourth in a four-part series of distance learning courses on the Fulbright exchange program, introduce students to all aspects of managing and organizing successful foreign and U.S. student and visiting scholar Fulbright programs. The courses provide practical instruction on planning and administering foreign and U.S. student and scholar Fulbright exchange program at post. In the third course, to be titled "Managing Fulbright Foreign Student and Visiting Scholar Programs at Post," content will include publicizing Fulbright opportunities, application and selection processes, pre-departure requirements, and leveraging Fulbright alumni for public diplomacy efforts at post. In the fourth course, to be titled "Managing Fulbright U.S. Student and Scholar Programs at Post," content will include identifying Fulbright opportunities at post, in-briefing and hosting U.S. Fulbrighters, rights and responsibilities of U.S. grantees, and using Fulbrighters in post public diplomacy efforts. The target audience for both courses is Locally Engaged Staff, Foreign Service, and Civil Service employees involved in academic exchanges and public diplomacy, either as an introduction to the program, or as a review and refresher. FSI will provide the successful offeror(s) access to the first two courses in the series in order to assist in the planning and design process. C. 2. Contractor Responsibilities For each course, the contractor shall participate in all aspects of course content development, including but not limited to the following tasks: Analysis, Planning & Research: research, discussions with colleagues, bureaus, departments, and other divisions. Design (Drafting Content): attending various meetings (kickoff, storyboard review, content planning, graphics, prototype) etc. Course Programming (Development): attending various meetings, reviewing course prototype and all programmed modules, travel time, review of the course code memo, etc. Implementation/Course Launch: Testing the course, providing detailed Alpha/Beta feedback with recommended content revisions and deletions, attending Alpha/Beta feedback meetings, course revisions and additional research if needed, etc. C. 3. Deliverables Part I: Detailed course outline, to include individual modules and learning objectives for each module. Part II: Completed storyboards for 25% of the planned course modules, to include the course prototype. Part III: Completed storyboards for 50% of the planned course modules, including revisions based on feedback received on previous submissions. Part IV: Completed storyboards for 75% of the planned course modules, including revisions based on feedback received on previous submissions. Part V: Completed storyboards for 100% of the planned course modules, including revisions based on feedback received on previous submissions. Part VI: Revisions to course content based on feedback received after alpha/beta test of course in preparation for launch of course. C. 4. Timeline The contractor shall submit deliverables to the Government according to a schedule to be determined following the inception of Part I. The final deliverable must be submitted to the Government by a date no later than six months following the inception of Part I. C. 5. Evaluation Factors for Award Contractor must have documented extensive Washington and/or field experience with Fulbright program direction and administration. **Please send a capability Statement to Glenn Kowallis ( kowallisg@state.gov ) by the closing date of this request.
