Description
The New England District, U.S. Army Corps of Engineers intends to upgrade the ElectroMechanical Control System at the Fox Point Hurricane Barrier project in Providence,RI. Fox Point Hurricane Barrier is a 700-foot long concrete barrier and includes a pump station with five 4,500hp pumps and three 40-foot by 40-foot tainter gates. The project also includes 2,200 feet of dikes. Fox Point provides protection to tens of thousands of residents and $5 billion worth of property. Lately, the operation of the pumps at the Fox Point Hurricane Barrier has become unreliable due to an antiquated control system. The purpose of this work is to improve station service reliability and provide a modern, up-to-date electromechanical control system. The following electrical upgrade work must be accomplished. The construction contract work includes: - Replacement of 8 existing 4160V switchgear and relays with vacuum breaker switchgear and digital multifunction protection relays. Remote breaker racking to be included; - Relocation/replacement of existing pump and gate controllers and replacement of annunciator relay system with a digital Programmable Logic Controller (PLC); - Replacement and relocation of existing pump station battery system used to trip the 4160V breakers; - Replacement of 5KV power cables from each of five 4500 hp electric pumps to the switchgear; - Diagnosis/repairs to the nitrogen cooling system on 11KV electric transformers; - ARC Flash Hazard analysis, testing, certification; The contract is estimated to be in the range of $1-5 million. The anticipated issue date is July 6, 2010 and will be available for downloading by accessing the Federal Business Opportunities website (http://www.fbo.gov). Amendments, if any, to this solicitation will be made available at the https://www.fbo.gov Internet site. Neither telephonic, mailed nor faxed requests will be accepted. Registrants are responsible for the accuracy of the information on the registration list. This project is being advertised on a Unrestricted basis. The applicable NAICS code is 238210 with a Small Business Size Standard of $14,000,000. All responsible sources may submit a bid, which will be considered by the New England District.
