- THIS IS NOT A SOLICITATION, IT IS A SOURCES SOUGHT (SS) ANNOUNCEMENT The US Department of the Interior, National Business Center (DOI/NBC) Acquisition Services Directorate, Sierra Vista Division, Sierra Vista, Arizona (hereafter referred to as "DOI/NBC/SV") requires commercial office relocation services. At this time DOI/NBC/SV is located at Building 22208 on Fort Huachuca AZ, 85613, and will be relocating to 354 Highway 92, Sierra Vista AZ, 85635. As an element of market research, DOI/NBC/SV is submitting a Sources Sought Announcement to determine if there are contractors that can meet the requirements of the move. The purpose of this SS is to identify technically qualified small business concerns (including 8(a), Small Disadvantaged Businesses (SDB), Woman-Owned Small Businesses (WOSB), Historically Underutilized Business Zone (HUBZone) Small Businesses, Veteran-Owned Small Businesses (VOSB) and Service-Disabled Veteran-Owned Small Businesses (SDVOSB) that are interested and capable of performing the work described herein. If no Small Businesses respond to this SS, DOI/NBC/SV will entertain capability statements from large companies. DOI/NBC/SV does not intend to award a contract on the basis of responses nor otherwise pay for the preparation of any information submitted. As a result of this SS notice, DOI/NBC/SV may issue an RFP or RFQ. Should such a requirement materialize, no basis for claims against DOI/NBC/SV shall arise as a result of a response to this SS notice or the DOI/NBC/SV's use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement. General Information: The Contractor shall furnish all contract oversight and/or management; supervisory and technically trained personnel; moving equipment, materials, and supplies necessary to provide commercial office relocation services for DOI/NBC/SV. This includes, but is not limited to the following: providing all labor, materials, and equipment necessary to accomplish the work as stated herein (property pickup, routine activities, and special handling activities); furnishing all vehicles, insurance, and drivers; providing supervision; maintenance, equipment, and operating supplies/services required for the safe transport of the property, and performing all services necessary to provide commercial office relocation services for DOI/NBC/SV. Tasks: A. The Contractor shall designate an on-site working supervisor. The working supervisor will be responsible for directing the activities of crew members. B. The Contractor shall provide a crew sufficient to perform assigned tasks. C. The Contractor shall ensure that all crew members working under this contract have proper identification that shows they are working for the Contractor.D. The Contractor shall ensure all crew members are physically able to perform all duties required by this contract. Office Relocation Services-Moving ActivitiesA. Property pickup includes (but is not limited to): "Office equipment, "Some small office furniture"Specialized items (i.e. files, software, employee personal items), and items requiring special handling (i.e. pre-determined glassware, and/or fragile items)."Some free-standing furniture items"Some shelving units"File record boxes"Employee property such as boxed files, records, and computer equipment. B. Picking up empty moving boxes and disposal of designated items such as removal of trash from work sites will be required. C. Property will be inventoried by the company and signed off by the Government Project Manager for the move. Property could consist of a single item or multiple items. Completed inventory sheets will be furnished to the Government upon completion of the move. D. The Contractor shall be responsible for the protection of government property. Vehicles containing Government property shall be secure at all times. E. The Contractor shall be responsible for damage to property and insured to repair and/or replace damaged property and personnel. Government Inspection/Acceptance of ItemsThe DOI/NBC/SV Project Manager or a designee will inspect/accept relocated property. The contractor will correct deficiencies at no additional cost to the Government. Contractor Furnished Materials, Equipment and ServicesA. Personal protective equipment (where applicable) which complies with the regulatory requirements found in the Occupational Safety and Health Administration (OSHA) general industry standard 29 CFR 1910. B. Contractor shall furnish one or more clean and sound closed-type insured vehicles of sufficient size to accommodate the moving activities. C. Padding, packing and/or crating, dollies, hand trucks and any other type of equipment commonly used for commercial office relocation services activities as required for the safe transportation of the property. DOI/NBC/SV would like to host a site survey of the site to be relocated upon the request of contractors. Interested Small Business Contractors that believe they can fulfill the above requirements are invited to submit a capabilities statement via email to Lorita Mills, Contracting Officer, at lorita_m_mills@nbc.gov in response to this announcement within 15 days following the date of publication of this notice. Please submit your response in MS Word format by 27 Aug 2010 at 3:30PM, EST. DOI/NBC/SV is not requesting complete proposals. Please send only a capabilities statement.
