Description
The purpose of this announcement is to make notice that the Forest Service contemplates releasing a solicitation numbered AG-0116-S-10-0091 on or about August 10, 2010, for the North Tongass Bridge Replacement Phase 1 Project. If the solicitation is released, it will be released through this FedBizOpps website, and prospective offerors should visit this FedBizOpps website from time to time on or after August 10, 2010, to obtain a copy of the solicitation. This notice meets the requirements of FAR 5.201. However, the Forest Service reserves the right not to release a solicitation. NOTE REGARDING FEDBIZOPPS LISTINGS: The FedBizOpps website has three separate listings for the Forest Service in Alaska. These are (1) R-10 Alaska Region, Juneau, AK; (2) R-10 Chugach National Forest, Anchorage, AK; and (3) R-10 Tongass National Forest, Ketchikan, AK. Prospective bidders are advised that these three listings are not purely geographic and that a requirement on either the Chugach (Anchorage) or Tongass (Ketchikan) National Forest may be posted under the Regional Office (Juneau) listing. Thus, prospective bidders seeking Forest Service opportunities in Alaska should visit both the appropriate Forest listing (Anchorage or Ketchikan), as well as the Regional listing (Juneau). The solicitation contemplated by this notice will appear under the Ketchikan listing. PROJECT DESCRIPTION: The intent of this contract is to provide for the complete project described in the solicitation. Unless otherwise provided, the Contractor shall furnish all labor, materials, equipment, tools, transportation, and supplies and perform all work required to complete the project in accordance with the specifications and provisions of the contract. The work includes removal and disposal of five existing native log stringer bridges, the mobilization and installation of five existing modular bridges, and the installation of bridge approach railing systems. Installation of modular bridges to include all abutments and support earthwork needed for proper installation and minor bridge repair. PROJECT LOCATION: The proposed bridge installations are at five separate locations on the Hoonah Ranger District approximatley 35 road miles south from the Hoonah Alaska towncenter. Hoonah is located approximatly 40 miles southwest of Juneau on the northwest corner of Chichagof Island. It is nestled on the eastern shore of Port Fredrick near the mouth to Icy Straight. It is serviced by the Alaska Marine Highway, and commercial barge lines. All bridges can be accessed by unpaved forest road from Hoonah or from the Freshwater Bay Marine Access Facility located in Freshwater Bay approximately 3 road miles from each location. SOLICITATION DETAILS: The following preliminary details are provided for the benefit of prospective offerors, but are subject to change in the actual solicitation. Period of performance: Completion within 365 calendar days. The Forest Service intends to issue the Notice to Proceed on or about October 31, 2010. Solicitation type: Invitation for Bid, posted on this FedBizOpps website for viewing and printing on or after August 10, 2010. Proposal opening date: 30 days after solicitation issuance. Contract award date; as soon as practicable, but, not later than 60 days after the receipt of proposals. Required bonds: Bid, Performance and Payment. OBTAINING A SOLICITATION: Prospective offerors are expected to obtain a copy of this solicitation from the Internet. However, a prospective offeror may request a paper copy by faxing a note to 907.747.4289 specifically requesting a paper copy of solicitation AG-0116-S-10-0091. In such a case, a copy will be put in the mail. Telephone requests cannot be honored. PARTICIPATION: This project is a Total HUBZone Set-Aside. All responsible sources may submit an offer which shall be considered. Prospective bidders who wish to provide comments on the set-aside matter should provide these comments to the contracting officer on or before August 4, 2010. Indeed, all prospective offerors are invited to notify the contracting officer of their interest in the acquisition.
