- Description
- NASA/GRC has a requirement for Advanced Environmental Barrier Coatings Developmentfor SiC/SiC Ceramic Matrix Composite (CMC) Turbine Components. NASA intends to processadvanced 2700-3000F capable environmental barrier coating systems on SiC/SiC CeramicMatrix Composite (CMC) turbine components using high temperature vapor deposition basedtechniques. Multilayerd, multi-component coating systems with various coatingarchitectures shall be processed for engine high pressure turbine componentconfigurations based on NASA coating specifications. Thin directed vapor depositioncoating systems with non-line-of sight processing are also preferred for certain SiC/SiCCMC turbine airfoils. The performance of the coatings shall be studied at NASA GlennResearch Center. NASA/GRC intends to purchase the items from Directed Vapor Technologies International,Inc. (DVTI) because of their unique, non line-of-sight processing based on Electron BeamPhysical Vapor Deposition processing, with a vapor jet and multi-ingot configuration toachieve best composition controls that have substantial vapor pressure differences. Noother vendors have the coating processing capability. NASA has been utilizing theirtechnology, and helped develop the processing technologies for low conductivity turbinethermal barrier coatings in previous SBIR contracts. The complexity of the coatingsystems and the knowledge to process the advanced multi-component thermal andenvironmental barrier coatings and for the components requires the coating sole sourcepurchase from DVTI. The sole source is under the authority of FAR reference13.106-1(b)1.The Government intends to acquire a commercial item using FAR Part 12 and the SimplifiedAcquisition Procedures set forth in FAR Part 13. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than close of business onAugust 16, 2010. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis.A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.
