- Sources Sought/Market Survey Notification The National Institutes of Health, Clinical Center, Pharmacy Department is conducting a market survey/sources sought to help determine the availability and technical capability of qualified small businesses, veteran-owned small businesses, service disabled veteran-owned small businesses and/or HUBZONE small business capable of serving the needs mentioned below. This market survey/sources sought announcement is not a request for proposals and the Government is not committed to award a contract pursuant to this announcement. The information from this market research is for planning purposes only and will assist the Government in planning its acquisition strategy. This is strictly market research and the Government will not entertain questions concerning this market research. The Government will not pay for any costs incurred in the preparation of information for responding to this market survey. The National Institutes of Health (NIH), Clinical Center (CC) the Pharmacy Department has a requirement to acquire services to repair support the Rees Centron SQL Monitoring System. Our current Rees monitoring system consists of 16 pressure sensors and 167 temperature monitoring points. The 16 pressure sensors are located within PDS. The temperature points are located throughout the CRC and C wing of building 10. There are no points located outside of the Clinical Center. Rees Scientific Corp. is the sole manufacturer of the Rees Centron SQL monitoring system hardware and software already installed in Bldg 10 and CRC. This is proprietary software and maintenance of the system requires intimate knowledge of the system software (Current Version is 2.0 Build 1014). We are requesting a twice a year onsite calibration of our differential pressure sensors using a NIST traceable manometer and validation of the 167 temperature points. The comprehensive system tests shall verify, calibrate and document all system functions including readings, databases, alarms, dial-outs, outputs, reports and use programming. The applicable North American Industrial Classification System (NAICS) code is 811219 and the small business size standard is $7 million dollars. The contractor providing the services must have the requisite experience.  All vendor personnel involved in the service/maintenance plan shall be fully qualified by the manufacturer (Rees Scientific) to install systems of this type, and must be either employees of the system manufacturer, or have completed a manufacturer administered training program. The winning contractor shall provide notarized proof from Rees Scientific that their personnel meet the above requirements.  Vendor must have legal access to Rees Scientific software licenses to perform the service and upgrades.  Vendor shall supply only new hardware components/modules.  Maintenance shall include the latest software release Centron SQL Version (2) from Rees Scientific at the time of validation.  Shall be ISO 9001:2000 certified. ISO 9001 is an exacting quality management system that dramatically improves the quality of products produced. To be certified, an organization must live up to exacting standards, and must prove that it does so in audits by an external auditing organization which in turn, must be certified by the ISO 9001 member body. ISO 9001 is highly important for any organization that needs to demonstrate its ability to consistently provide product that meets customer and applicable regulatory requirements and aims to enhance customer satisfaction. Regulators look for this. Because of the high nature and regulatory requirements that go into monitoring a Pharmacy and the importance of keeping the results correct this becomes a very important factor in the selection of an appropriate vendor. Information sent tin the capability statement should be directly relevant and specific to this requirement. The contractor response shall also include any other specific and relevant information related to the requirements of this project that will enable the Government to determine the capabilities of the company to perform the specialized requirements described in this synopsis. Interested organizations must demonstrate and document in any response submitted, to this market survey extensive experience with and the ability to perform all of the specialized requirements elsewhere described. This notice is a market survey and is for information and planning purposes only and does not commit the Government to any contractual agreement. THIS IS NOT A REQUEST FOR PROPOSALS. The Government will not award a Contract based upon Contractor responses to this announcement. The Government shall not assume any costs for preparing or submitting any information in response to the market survey or the Government's use of the information.
