Description
This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse, Office of Acquisitions-Neuroscience, Station Support/Simplified Acquisition (SS/SA) on behalf of the National Institute of Mental Health (NIMH) intends to negotiate and award a purchase order on a sole source, noncompetitive basis to the Johns Hopkins University School of Medicine, 627 Pathology Blvd., 600 North Wolfe Street, Baltimore, MD 21287 for the immunological evaluation of autism spectrum disorders and post-infectious obsessive compulsive disorder. The Johns Hopkins University will perform the following analyses on cerebrospinal fluid (CSF) and serum collected from participants: (1) profiling of cytokine, chemokines and growth factors by cytokine protein array (CPA) techniques, (2) quantitative assessment of selected cytokines, chemokines and growth factors by multiplexed flow cytometric bead assays, (3) characterization of the immune cellular profiles in the CSF by flow cytometry and (4) evaluation of microRNAs in serum vs. whole blood. The Johns Hopkins University Neuroimmunopathology Laboratory has performed assays on samples from more than 100 children with autism and appropriate controls in Phase 1 of an ongoing longitudinal evaluation. It is essential that the same methodology be used for future assays, in order for results to be comparable from the beginning of the study to the end of the assessment period (three years after study entry). As part of longitudinal autism study and the intravenous immunoglobulin (IVIG) treatment trial, cerebrospinal fluid (CSF) is collected. It is difficult to obtain CSF from children; therefore, analyses of these valuable samples must be done by the appropriate laboratory. Using the Neuroimmunopathology Laboratory to analyze the cytokines and chemokines for the IVIG trial in obsessive-compulsive disorder (OCD) will not only ensure that the assays are done in a manner similar to those previously utilized, but it will also permit comparisons between the children with regressive autism and those with post-streptococcal obsessive-compulsive symptoms. Analyses performed via this contract will allow researchers in the Pediatrics & Developmental Neuropsychiatry Branch to accomplish the goals of several clinical research protocols. Period of performance is 12 months with option(s) for up to four additional one-year periods. The acquisition is being conducted under simplified acquisition procedures using FAR Part 13 and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
