Description

The purpose of this Pre-Solicitation Notice is to notify industry about an up-coming solicitation for the acquisition of Computer Aided Design and Systems Integration Services. The RFP issue date is anticipated not earlier than August 20, 2010 and it is anticipated that proposals will be due no later than 10 days following solicitation issuance. The USCIS Contracting Office, on behalf of the USCIS Verification Division, intends to award a contract to The American Association of Motor Vehicle Administrators (AAMVA) on a sole source basis to expand its Verification of Lawful Status (VLS) program. VLS provides State motor vehicle agencies (DMV) with an alternative point of access to the USCIS Systematic Alien Verification for Entitlement (SAVE) system. This acquisition will be conducted using FAR Part 12 Acquisitions of Commercial Items and FAR Part 15 Contracting by Negotiation. Two contracts will be awarded; each on a Fixed Price basis. One contract will have a one-year period of performance, while the other (operations and maintenance) will have a one-year base period and four, one-year options. The messaging software used for VLS is the Unified Network Interface (UNI). UNI is a proprietary product and is solely owned by AAMVA. The existing VLS system was built by AAMVA and developed with the UNI and this requirement involves a variety of enhancements to the existing VLS systems developed by AAMVA.
