- The Fleet and Industrial Supply Center Norfolk Philadelphia Contracting Office intends to acquire on an other than full and open competitive basis, the operation and maintenance of the Global Force Management Toolset in support of the J3/J4 Directorates of the U.S. Joint Forces Command. The requirement is for twelve months of services, anticipated to commence on 01 September 2010, with (3) twelve-month option periods. The requirement of this acquisition focuses on the enhancement, support, and maintenance of the Global Force Management Toolset by providing software maintenance, database maintenance, and customer support. This requirement is being processed on the basis of Other than Full and Open Competition, sole source to Dynamics Research Corporation (DRC) under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1. DRC is considered the only responsible source capable of providing the required support and additional development for USJFCOM, as this firm has been responsible for the development, deployment, and maintenance support and on-site systems engineering support from its inception. DRC is the sole developer for the Global Force Management Tool Set and has the prerequisite knowledge of the application programming to modify/enhance the GFM Tool Set to include the functionality required to meet the current USJFCOM mission to address emerging requirements evolving from these operations. Maintenance of the GFM Tool Set requires direct access to DRC services and systems engineers to ensure successful operation of the GFM Tool Set. DRC is the only source that can provide the additional upgrades in capabilities and functionality required by USJFCOM in the timeframe required without disruption of service to the user community supporting global operations. All other sources may submit documentation for consideration regarding their ability to provide the required services, as well as financial and technical information. A determination made by the Government not to compete the proposed contract action based upon the responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Such information, if submitted, should be forwarded to FISC Norfolk Philadelphia Contracting Office, 700 Robbins Street, Building 2B, Philadelphia, PA 19111-5083, to the attention of Katie E. Freeman, Code 290.D. The placement of an indefinite-delivery, indefinite-quantity type contract with cost plus fixed fee provisions is contemplated. The applicable North American Industry Classification (NAICS) code and small business size standard are 541511 and $21M, respectively.
