- THIS IS NOT A REQUEST FOR PROPOSAL; THIS IS A NOTICE OF THE GOVERNMENTS INTENT TO ISSUE A SOLE SOURCE CONTRACT TO DOMINION VIRGINIA POWER FOR THE DESIGN/BUILD CONSTRUCTION OF A FULL EMERGENCY GENERATOR BACKUP POWER SYSTEM. The Government intends to award a contract to Dominion Virginia Power on a sole source basis pursuant to FAR 6.302-1, only one responsible source and no other services will satisfy the agencys requirements. Dominion Virginia Power is the Fort Belvoir Army Posts electrical utility provider and currently has an Areawide Public Utility Contract (GS-00P-08-BSD-0560) with the United States (U.S.) for Electric and Regulated Energy Management Services for the franchised areas of Virginia and North Carolina. The medium voltage back-up power system entails connection of a new 34.5 kilovolt (kV) service line to existing Dominion 34.5 kV Fort Belvoir distribution lines, installation of new generators, synchronizing and paralleling controls and low voltage switchgear and transformers to provide approximately 6.7 megawatts of back-up power, and connection of the 34.5kV and low voltage switching and distribution equipment and lines to the existing Ft Belvoir Nolan building service. The estimated cost of the back-up equipment and connection is $7.5M.
