- The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisitions Division-Kansas City office intends to award, under the authority of FAR 13.106-1(b)(1), with the University of Saint Andrews for the purchase of Global Positioning System (GPS) satellite tags. A sources sought notice was posted to FedBizOpps on July 29, 2010 and closed on August 9, 2010. No responses were received. One of the methods of performing marine turtle research is the use of satellite telemetry. Satellite tags are used to assess annual survival rates, determine the impact of fisheries interactions, and spatial distribution of marine turtles. Fastcat GPS provides very precise location data as a GPS location can be determined in milliseconds. This capability is necessary in the study of marine turtles as the turtles are only at the surface for very short periods of time while breathing. GPS locations, depth data, and temperature use data are essential to the studies of habitat use by marine turtles. Specifications of the GPS satellite tracking tags: - Fastcat GPS capability - Depth accuracy of 1% or better, measurable between 0-500m with a resolution of 0.5m - Temperature accuracy of 1% or better, measurable from 0 to +60 degrees C with a resolution of 0.1C - On-board real-time clock temperature-compensated to accurately time data readings - Full resolution dive detail This intent to award notice is not a request for competitive offers and no solicitation package is available. However, firms that believe they can provide the GPS satellite tags may submit substantiating documentation in writing within five days of this notice. Responses can be faxed to Shelley Smith at (816) 274-6993 or sent via e-mail to shelley.smith@noaa.gov. Documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon response to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. DOC, Eastern Region Acquisitions Division-Kansas City requires that all contractors doing business with this office be registered with the Central Contractor Registry (CCR).
