Description
Please see the attached Statement of Work. Washington Headquarters Service intends to solicit on a sole source basis under the statutory authority permitting Other than Full and Open Competition 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements to Jeffrey A. Larsen of Larsen Consulting Group, 40 Rangely Drive, Colorado Springs, CO 80921 to revise for publication a history of the role of the Secretary of Defense in American foreign policy and assisting the OSD Historian with special, short-term projects, including preparations for the commemoration of the 10th anniversary of the 9/11 attack on the Pentagon and a joint OSD-SOUTHCOM history on the 2010 Haiti earthquake relief effort. The Contractor will revise for publication an existing draft manuscript titled, The Secretary of Defense and Americane Foreign Policy in the Cold War. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely with in the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. Interested parties may identify their capabilities by responding to this requirement, no later than 1:00 pm EST, 16 August 2010. All information submitted should support the offerors capability to provide the items required, and shall be furnished at no cost or obligation to the Government. Responses must be submitted via e-mail and must provide clear and concise documentation indicating an offerors bona fide capability to provide these items. Verbal responses are not acceptable and will not be considered. All responses and all questions concerning this requirement should be e-mailed to lydia.richards@whs.mil.
