Description
Arcata Associates, Inc has a requirement for 1 each TSS200-MM, 2U Dual Channeltelemetry Signal Simulator, 1 each TSS200F Dynamic Combiner Test Option.Arcata Associates, Inc intends to purchase the items from Systems Engineering &Management Company 1430 Vantage Court Vista, CA 92081SEMCO is the only responsible source which is capable of satisfying the agencys uniqueneed for the following reasons:SEMCO is the only manufacturer capable of satisfying all the NASA DFRC requirements for atelemetry simulator capable of all the modulation schemes meeting todays requirements aswell as upcoming future requirements. SEMCO has demonstrated their ability to meet these requirements effectively and withinbudgetary constraints set aside by NASA DFRC WATR for this procurement. Procurement ofanother manufacturers equipment would significantly increase the procurement cost due toother manufacturers equipment not being a fully developed product at this time. Mission impact risk will be significantly reduced due to SEMCOs ability to meet ourrequirement with Commercial-Off-The-Shelf (COTS) equipment with short lead time. Othermanufacturers do not have a COTS solution and would require long lead time due toengineering, development, production and delivery delays. SEMCO is the only manufacturer that can satisfy our mission critical time constraints.With 20 plus year old equipment waiting replacement time is of the essence. SEMCO candeliver a replacement telemetry simulator within 60 days.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 2:30 p.m. Pacifictime on August 25, 2010. Such capabilities/qualifications will be evaluated solely forthe purpose of determining whether or not to conduct this procurement on a competitivebasis.A determination by the Government not to compete this proposed effort on a fulland open competition basis, based upon responses to this notice, is solely within thediscretion of the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.
