- Description
- The Naval Air Warfare Center Training Systems Division (NAWCTSD) intends to extend, on a sole source basis, the performance period of Contract N61339-09-C-0034, Iraqi Navy 35 Meter Patrol Boat Training Program. This contract will be extended with Swiftship Shipbuilders LLC, of Morgan City, Louisiana under authority of Federal Acquisition Regulation (FAR) 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements". The total Firm Fixed price of the current contract is $23,404,836, and the performance period extension is anticipated to be no more than 15 months. NAWCTSD intends to order 1 additional training class of 50 Iraqi Students, and include an option for the procurement of two additional classes of 50 Iraqi students or 100 students total. Swiftship Shipbuilders is the designer and builder of the 35M Patrol Boat. Under Contract N61339-09-C-0034, Swiftships designed, developed and fabricated 5 trainers consisting of a Full Mission Bridge Simulator, Engine Room Simulator, Fire Fighting Simulator, Fire Control Simulator, and Small Arms Simulator. Swiftships has also developed and executed the training curriculum for the first of two classes of Iraqi students, and has constructed a facility for training, berthing and messing of the aforementioned students at their site in Morgan City, LA. Swiftships alone has the training facilities, equipment, knowledge of the curriculum, translators and experienced training staff on hand to readily conduct the additional 3 training classes. The training curriculum (90 days of instruction) developed and executed by Swiftships, consists of 12 modules of instruction consisting of Instructor Led classroom instruction, simulator instruction, shipboard training evolutions utilizing the Patrol Boat (PB) and PB underway training. The classroom portion of instruction includes three Officer courses, a Core training course, two Engineering courses (plant operations and maintenance), Combat systems course, Navigation course, Communications course, Radar course, Deck operations course and Integrated Watch Team training course. This synopsis is not a request for competitive proposals. It is a notice that outlines the Government's intent to extend the performance period of the contract and order additional services. However, interested sources may identify their interest and capability to respond to the requirements. Interested sources must submit detailed technical capabilities, ability to obtain the necessary training facilites, simulators, training staff, and equipment needed to meet the needs of the Government. Detailed capabilities must be submitted by email to Beverly J. Gordon and Robert Orozco at (Beverly.Gordon@navy.mil and robert.orozco@navy.mil) in an electronic format that is compatible with Word 2003, no later than 26 August 2010. All information shall be furnished at no cost or obligation to the Government. Responses shall be limited to no more than FIVE (5) pages. If no affirmative written response is received, Contract N61339-09-C-0034, 35 Meter Iraqi Patrol Boat Training Program, will be extended without further notice.
