Description

The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division-Kansas City office is issuing a purchase order to L-3 Communications Corporation, Alpharetta, GA no later than August 13, 2010, for a multi-function display, L-3 COM PVI-600 V63B010-00-005. The PVI-600 multi-function display is a critical component of the safety systems portion of the avionics on the NOAA WP-3D aircraft. This acquisition is for one unit to be installed on the NOAA WP-3D aircraft and/or used as a spare for existing PVI-600 applications. AOC believes there to be no alternate FAA certified part available meeting their system interface requirements. The initial selection of the PVI-600 for installation in the NOAA P-3 aircraft was performed in 2005, following an extensive industry search. Since then, the PVI-600 has been engineered into a certified aircraft design on the NOAA P-3 aircraft. Any unit other than the PVI-600 would require extensive re-engineering and recertification, and thus would not be cost effective. Market research for this requirement included posting a Sources Sought Notice on the Federal Business Opportunities website on June 8, 2010 and checking the General Services Administration (GSA) schedule contracts. No responses were received for the Sources Sought Notice. No matches were found for GSA schedule contracts. This notice of intent to award to L-3 Communications Corporation does not invite a response.
