Description
Sole Source Synopsis Reference: CDC-88973 software This is a notice of intent to sole source. The Centers for Disease Control and Prevention (CDC); 2920 Brandywine Road, Atlanta, GA 30341; in accordance with FAR Part 13.106(b) and 41 USC 253 (c) (1) intents to solicit a single source for the Procurement of Geneious Server Software, NGS along with Phylogenetics and Sequence Analysis modules. Additionally, training will be required. The CDC intent is to sole source the following requirement to Biomatters. The North American Industry Classification System code is 511210, 500 people. The purpose of this procurement is to acquire COTS bioinformatics software, Geneious 5.0, for Sanger and next generation genome sequence (NGS) data. The COTS software will replace legacy Wisconsin Package software that is no longer supported by the vendor and as such must provide an interface to PAUP and other phylogenetics packages. This software may also be commonly utilized to validate data obtained from other bioinformatics packages that are currently available at the agency. This software is superior when tested for functionality with Next Generation Sequence data with respects to usability, functionality and efficiency. Required tools PAUP, ClustaIW, MUSCLE, PhyML, Primer3, MAFFT and ModelTest do not co-exist in any single other COTS bioinformatics solution that provides a single integrated GUI for all tools. Additionally, Geneious 5.0 has the ability to produce publication ready images and this feature is required. Again this is the only bioinformatics COTS integrated software solution that provides a universal interface to PAUP, MAFFT and ModelTest alongside other genome sequence analysis/comparison tools. This software's incorporation of PAUP into it's platform allows for saving and printing of high resolution phylogenetic trees. The CDC believes that this is the only company that can provide this procurement. This notice of intent is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, any firm that believes it can meet the requirements may give written notification to the Contract Specialist on or before 1:00 pm EST on August 19, 2010. Supporting evidence must be furnished in sufficient detail, to demonstrate the ability to comply with the above requirements. All questions must be in writing and must be emailed to Candice L. Simmons at iie3@cdc.gov. Please reference CDC-88973 software on all correspondence. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement is solely within the discretion of the Government. If no responses are received, the CDC will proceed to sole source this requirement to Biomatters.
