- DESCRIPTION: This is a sources sought synopsis. This synopsis is for information and planning purposes only and does not constitute a Request for Proposal and should not be construed as a commitment by the Government to award a contract as a result of this request for information. The Naval Undersea Warfare Center, Division Newport (NUWCDIVNPT) is interested in technology to improve Towed Buoy Tow Cable. The Tow Cable provides a mechanical and electrical interface between the Towed Buoy Handling System and the buoy. The Towed Buoy provides communication to submerged submarines while underway. The system consists of an inboard controller, an outboard handling system, tow cable, buoy, and auxiliary wire antenna. The current Tow Cable is armored and does not have very good RF performance. A functional specification for the Tow Cable is available. However due to restricted distribution, the functional specification will not be posted with this announcement. To receive a copy of the specification, your company must be certified under the US/Canada Joint Certification Program (JCP). Send an e-mail request for the functional specification to david.saleem@navy.mil citing N66604-10-B-4528 with your company name, address, JCP, cage code, telephone number and point of contact. CD-ROMs will be sent once JCP registration is confirmed. Information on JCP registration is available at http://www.dlis.dla.mil/jcp/faq.aspx. NUWCDIVNPT requests that submittals describe the potential approach or concept, outline critical technical issues, and comment on the expected performance, robustness, affordability, weight, and size of the proposed approach. Responses should be limited to five pages. Any proprietary concepts or information should be clearly identified as such. Please include a cover page identifying your company name, technical point of contact and contact information. All interested sources with qualified systems are encouraged to respond to this synopsis to identify their devices, the qualifications and production status no later than 19 October 2010 and should be forwarded to the Naval Undersea Warfare Center, Division Newport, point of contact David Saleem, 401-832-5490, email david.saleem@navy.mil. All submitted information should be unclassified. Reference N66604-10-B-4528 in any responses forwarded to this office. The Government shall not reimburse the respondent for any costs associated with the information submitted in response to this request.
