- This is not a request for either a quote or proposal, or an invitation for bid. The intent of this pre-solicitation synopsis is notification that the Government intends to award a Firm-Fixed Price contract to Omron Field Engineering, Co., Ltd. of Tokyo, Japan to provide design and installation of machine safeguards for industrial equipment located at Commander Fleet Activities Yokosuka (CFAY), Yokosuka, Japan. This procurement is being solicited as other than full and open competition in accordance with Federal Acquisition Regulations Part 6.3 and using procedures in accordance with Federal Acquisition Regulations Part 12 and 13. The contract period of performance is September 2010 to September 2011. The project will include design and installation of Machine guards, installation of electrical safety switches, replacement machines, barriers, safety signs, and safety training. The NAICS Code is 541420 and FSC N036. Notwithstanding this stated intent, interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact. A determination by the Government not to compete this proposed effort, based upon responses to this notice, is solely within the discretion of the Government.
