- Description
- The U.S. Geological Survey (USGS), located in Menlo Park, Ca has a requirement for explosives needed for seismic imaging and earthquake hazards assessment in southern California. Detonation of the seismic explosives is scheduled to take place in February-March 2011. Most holes must be loaded by 31 January 2011; loading will continue through February-March 2011, until the project is finished. Shot sites are 1-3 miles apart along lines in the Imperial and Coachella Valleys and 5 to 20 miles apart where these lines extend into the surrounding ranges and valleys.The depth of the holes require the blasting agent be sensitized emulsion-containing "microballoons" (2000 psi or higher) for sustaining explosion under pressures at maximum depths of 180 ft. Most holes will have depths of 80-130 ft. Products that have been used successfully in the past include "Tovex," "Dynoflo C Plus 3," and "Titan 1000 SD". We prefer that the supplier pretest each batch of blasting agent prior to delivery to ensure that the blasting agent will detonate at the required pressures/depths. REQUIRED EXPLOSIVES/ SERVICES The contractor shall provide the following:a) 30,000 lbs sensitized emulsion (for detonating at depths as great as 180 total depth)b) 350 1-lb, cast boosters with detonating cord tunnel and cap wellc) 75 electric blasting caps with 8-ft leads, instantaneous or seismicd) 3000 ft detonating cord, 50 gr/fte) pump truck (with 140-ft hose), 20 daysf) chub bags, 5-inch diameter, 30-lb capacityg) tanker truck, 1 trip to Salton Troughh) insurance certificatei) placards and other necessary accessories SHOT SIZES:Shots of different sizes are required, ranging from 250 lb to 2000 lb. Hole diameters are 6 inches for the 250- and 500-lb shots and 8 inches for the 1000- to 2000-lb shots. The approximate numbers of shots of each size will be provided in the RFQ. The Government intends to award this requirement in accordance with the procedures of FAR Part 12, entitled, "Acquisition of Commercial Items." The Request for Quote (RFQ), number 10WRQQ0285 will be made available through the Government-wide Point of Entry (GPE) on or about 13 August 2010, in accordance with Federal Acquisition Regulations (FAR) 5.102(a)(1). All firms must be registered in the Central Contractor Registration (CCR) database at www.ccr.gov, as well as, the Online Representations and Certifications Application (ORCA) at https://orca.bpn.gov/ to be considered for award. Responses must be in writing, by e-mail to the Contract Specialist at glewandor@usgs.gov. This notice and any resulting solicitation or contract conforms to the requirements in place through FAC 2005-43, effective 02 August 2010. This requirement is set-aside for small businesses. The applicable North American Industry Classification System (NAICS) code is NAICS - 325920, Explosives Manufacturing, and the size standard is 750 Employees.
